It shall take effect immediately the day following the publication of the decision in the Official Journal of the European Union or at a later date specified therein. It shall not affect the validity of the any delegated acts already in force. It shall be published in the Official Journal of the European Union.

The Commission presented this proposal on 4 April 2011 with the aim of enhancing legal certainty by broadening access to EU law and enabling everyone to rely on the electronic edition of the Official Journal of the European Union (OJ) as the official, authentic, up-to-date and complete version.

Third country nationals who are in possession of a valid residence permit (see Official Journal of the European Union C 247 of 13.10.2006 and Official Journal C 153 of 6.7.2007) issued by a Schengen Member State can travel on the basis of that valid residence permit and do not need to apply for a visa.

3. Member States shall acknowledge and adopt the harmonised standards published in the Official Journal of the European Union. Member States shall consider pyrotechnic articles falling within the scope of this Directive which comply with the relevant national standards transposing the harmonised standards published in the Official Journal of the European Communities to be in conformity with the essential safety requirements referred to in Article 4(1).
3. De lidstaten gaan uit van het vermoeden dat de onder deze richtlijn vallende pyrotechnische artikelen voldoen aan de in artikel 4, lid 1 bedoelde fundamentele veiligheidsvoorschriften, wanneer zij in overeenstemming zijn met de desbetreffende nationale normen waarin de geharmoniseerde normen zijn overgenomen die in het Publicatieblad van de Europese Gemeenschappen zijn bekendgemaakt. De lidstaten maken de referentienummers van de nationale normen waarin die geharmoniseerde normen zijn overgenomen, bekend.
