TRADUCTIONS EN CONTEXTE

As for the ESF, on 12 January the Commission adopted a "Communication on the implementation of innovative measures under Article 6 of the European Social Fund Regulation for the programming period 2000-2006" [6] setting out how it intends to use the possibilities offered by Article 6 of the ESF Regulation to promote new approaches and identify examples of good practice in support of mainstream ESF operations.
Voor het ESF heeft de Commissie op 12 januari 2001 een mededeling over de uitvoering van innovatieve acties uit hoofde van artikel 6 van de Verordening betreffende het Europees Sociaal Fonds voor de programmeringsperiode 2000-2006 [6] aangenomen. In de mededeling wordt toegelicht op welke wijze de Commissie van plan is gebruik te maken van de mogelijkheden die artikel 6 van de ESF-verordening biedt om nieuwe methoden te bevorderen en voorbeelden van optimale werkwijzen op te sporen ter ondersteuning van de mainstreamactiviteiten van het ESF.

243. Reiterates the fact, nevertheless, that the EGF and the ESF can be seen as complementary instruments; asks the Commission, however, to make clear the rationale for setting the EGF apart from the ESF, as the ESF turns out to be in some cases better adjusted at delivering timely results and has in some cases better co- and pre-financing rates; notes, moreover, that the ESF is more well-known among the Union public in some Member States than the EGF;
243. herhaalt evenwel dat het EFG en het ESF als elkaar wederzijds aanvullende instrumenten kunnen worden beschouwd; verzoekt de Commissie evenwel uiteen te zetten waarom zij het EFG gescheiden van het ESF houdt, aangezien het ESF in sommige gevallen beter in staat blijkt snel resultaat te leveren en daarnaast in sommige gevallen betere mede- en voorfinancieringspercentages kent; wijst er bovendien op dat het ESF in sommige lidstaten bredere bekendheid geniet onder het Europese publiek dan het EFG;

To this share shall be added an additional amount for each Member State determined according to the method set out in Annex IIIquater in order to ensure that the share of the ESF as a percentage of total combined resources for the Structural Funds and the Cohesion Fund at EU level, excluding the support from the Cohesion Fund for transport infrastructure under the Connecting Europe Facility referred to in Article 84(4) and support from the Structural Funds for aid for the most deprived people referred to in Article 84(5), in Member States is not less than 23,1 %. For the purposes of this provision, investment provided from the ESF to the Youth Employment Initiative shall be considered as part of the share of Structural Funds allocated to the ESF.
Bij dit aandeel wordt er voor elke lidstaat een bijkomend bedrag opgeteld dat wordt vastgesteld overeenkomstig de in bijlage III quater uiteengezette methode, teneinde te waarborgen dat het aandeel van het ESF als percentage van de totale gecombineerde middelen voor de structuurfondsen en het Cohesiefonds op EU-niveau minimaal 23,1 % bedraagt. Dit is evenwel met uitzondering van steun van het Cohesiefonds voor transportinfrastructuur in het kader van de in artikel 84, lid 4, bedoelde financieringsfaciliteit voor Europese verbindingen en de hulp voor de minstbedeelden zoals bedoeld in artikel 84, lid 5 Voor de toepassing van deze bepaling worden investeringen voor het Jongerenwerkgelegenheidsinitiatief uit het ESF geacht deel uit te maken van de toewijzing uit de structuurfondsen aan het ESF.

13. Calls on the Commission to strengthen the ESF’s role in the context of the future architecture of the Structural Funds in order to allow for the better execution of integrated measures; considers that the ESF should be brought under a regulation and a basic strategic framework laying down general provisions on cohesion funding, while maintaining its own rules, and operational and financing arrangements; notes that previous experience has shown that the ESF and ERDF in combination, with the utilisation of up to 10% of ESF funding, have produced successful and sustainable results and that these flexible arrangements must continue to apply; urges the Commission to seek, if needed, increased funding for the Structural Funds, in particular for ESF operational programmes in future to promote employability, with a definition of clear and simple rules that allow more coordinated use of the resources;
13. verzoekt de Commissie het ESF met het oog op een betere uitvoering van geïntegreerde maatregelen een voornamere rol toe te bedelen in de toekomstige architectuur van de structuurfondsen; acht het zinvol het ESF onder te brengen in een basisverordening en een algeheel strategisch kader die voorzien in algemene bepalingen met betrekking tot cohesiegerelateerde fondsen, zonder dat daarmee afbreuk wordt gedaan aan de eigen regels, werking en financiering van het ESF; wijst erop dat de ervaring leert dat de gecombineerde benutting van ESF en EFRO, en het feit dat daarbij tot maximaal 10% van de ESF-middelen mag worden aangesproken, doeltreffend is gebleken en een duurzaam effect heeft gesorteerd en dat deze flexibele regeling moet worden gehandhaafd; dringt er bij de Commissie op aan, in de toekomst waar nodig te trachten meer middelen voor de structuurfondsen, en met name voor de operationele programma's van het ESF in de wacht te slepen om de inzetbaarheid voor de arbeidsmarkt te vergroten, en daarbij duidelijke en eenvoudige regels te definiëren die ruimte laten voor een meer gecoördineerde inzet van de bewuste middelen;

13. Stresses the fact that the ESF provides crucial support for employment market policies such as preventive and local policies as well as those aimed at helping young people to enter the labour market and combating unemployment; highlights the fact that the Member States should use the ESF for investment in new skills, education (including early childhood education), lifelong learning, retraining and occupational redeployment activities and stresses that the ESF plays an important part in boosting all dimensions of social inclusion, including for the most disadvantaged and vulnerable groups; takes the view that this structural fund needs to be included in the common strategic framework without, however, altering its own specific operating rules and provisions and the provision of adequate resources; calls on the Commission to strengthen the role of the ESF, raise its profile and simplify its budget control by establishing simple and effective cooperation procedures between the managing authorities and the budget control departments;
13. wijst erop dat het ESF cruciale steun verleent aan het arbeidsmarktbeleid, zoals preventief en lokaal beleid, alsmede beleid dat jongeren helpt de arbeidsmarkt te betreden en beleid ter bestrijding van de werkloosheid; wijst op het feit dat de lidstaten het ESF moeten gebruiken voor investeringen in nieuwe vaardigheden, onderwijs (inclusief kleuteronderwijs), permanente educatie, herscholings- en omscholingsactiviteiten, en benadrukt dat het ESF een belangrijke rol vervult bij het versterken van alle vormen van sociale integratie, ook voor de meest benadeelde en kwetsbare groeperingen; is van mening dat dit structuurfonds in het gemeenschappelijke strategische kader moet worden opgenomen zonder echter zijn eigen specifieke regels en bepalingen inzake de werking ervan, noch de toewijzing van voldoende middelen, te wijzigen; verzoekt de Commissie de rol van het ESF te versterken, het ESF duidelijker te profileren en de begrotingscontrole ervan te vereenvoudigen door eenvoudige en effectieve procedures voor samenwerking tussen de beheersautoriteiten en de afdelingen voor begrotingscontrole vast te stellen;

The results of the evaluation are intended to be used in the: (i) drafting of the next report on economic and social cohesion, (ii) implementation of the ESF in 2000-2006, (iii) policy development for the future of the ESF, (iv) negotiation of ESF programmes with new Member States following EU enlargement, and (v) analysis of the ESF contribution to the European Employment Strategy.
Het is de bedoeling dat de evaluatieresultaten worden gebruikt bij 1. het opstellen van het volgende verslag over economische en sociale cohesie; 2. de tenuitvoerlegging van de periode 2000-2006 van het ESF; 3. het ontwikkelen van toekomstig beleid voor het ESF; 4. de onderhandelingen over de ESF-programma's met de nieuwe lidstaten na de uitbreiding; 5. het onderzoek naar de bijdrage die het ESF heeft geleverd aan de Europese werkgelegenheidsstrategie.

ESF assistance is available in Priority 3 Developing the Region's Human Resources (EUR58.076 million ESF), Priority 4 Assisting Rural Communities (EUR0.5 million ESF) and in Priority 5 Technical Assistance (EUR0.964 million ESF).
ESF-bijstand is beschikbaar voor prioriteit 3, ontwikkeling van het menselijk potentieel in de regio (ESF: 58,076 miljoen EUR), prioriteit 4, hulp aan plattelandsgemeenschappen (ESF: 0,5 miljoen EUR), en prioriteit 5, technische hulp (ESF: 0,964 miljoen EUR).

The ESF Committee also discussed the programme of social actions, relations between the ESF and the employment services and enlargement (with particular regard to preparations by the candidate countries for the European Employment Strategy and the ESF).
Voorts heeft het ESF-Comité beraadslaagd over het sociale actieprogramma 2000, over de betrekkingen tussen het ESF en de voor werkgelegenheid en de uitbreiding van de Unie bevoegde diensten (met name wat betreft de voorbereiding van de kandidaat-lidstaten op de Europese werkgelegenheidsstrategie en het ESF).

The ESF also met the Members of the Committee on Social Affairs in the Parliament/ESF informal working group which discussed several aspects of progress in ESF programming.
Ook via de informele werkgroep Parlement/ESF heeft het ESF contact gehad met de leden van de commissie sociale zaken. Verscheidene aspecten van de voortgang van de programmering van het ESF zijn in dit verband besproken.
