14. Stresses that the principle of convergence in the allocation of structural and cohesion funds, including the European Fisheries Fund (EFF), should be maintained, in line with the solidarity principle and economic and social cohesion; draws attention to the very low take-up of EFF appropriations owing to the economic crisis, particularly in those countries with the weakest economies, which is jeopardising multifunctionality and the production of public goods; urges the Commission to put forward measures to increase the take-up of these appropriations in all EFF axes;
14. benadrukt dat het convergentiebeginsel in de toewijzing van structurele en cohesiefondsen, met inbegrip van het Europees visserijfonds (EVF), gehandhaafd moet worden, in overeenstemming met het solidariteitsbeginsel en de economische en sociale samenhang; vestigt de aandacht op de zeer lage absorptiegraad van de middelen van het EVF ten gevolge van de economische crisis, met name in de economisch zwakkere landen, wat de multifunctionaliteit en de productie van publieke goederen in gevaar brengt; dringt er bij de Commissie op aan maatregelen voor te stellen om de absorptiegraad van deze middelen, uit het gehele EVF, te verhogen;

The ad hoc instrument should be needs-based, so it would not directly reflect the proportionate allocations under the EFF but should target those segments of the fleet that need to restructure but which would not find assistance under the EFF, either because the EFF allocation to the Member State concerned is very limited or because it relates to areas which are non-convergence and therefore which have very limited allocations of EFF, or because there is enormous demand and therefore the EFF falls short.

Commission Decision C(2006) 4332 of 4 October 2006 , fixed for the period from 1 January 2007 to 31 December 2013 an annual indicative allocation by Member State, of the Community commitment appropriations for the regions eligible for funding from the European Fisheries Fund (hereinafter EFF) under the non-Convergence objective, of the Community commitment appropriations for the regions eligible for funding from the EFF under the Convergence objective and of the total Community commitment appropriations from the EFF.

I also regret that the financing for the European Fisheries Fund (EFF), in a Union with 27 members, does not differ significantly from the budget of the FIFG (Financial Instrument for Fisheries Guidance) in a Union with 15 members. The EFF must therefore be financially reinforced.

8. When operations financed by the EFF fall under Article 23, the ceiling for the EFF contribution for priority axis 1 shall be increased by up to 10 percentage points in the regions eligible under the Convergence objective and by up to 25 percentage points for the regions not eligible under the Convergence objective.

Met betrekking tot uit het EVF gefinancierde concrete acties in de zin van artikel 23, wordt het maximumbedrag van de bijdrage uit het EVF voor prioritair zwaartepunt 1 verhoogd met maximaal 10 procentpunten in de regio's die onder de convergentiedoelstelling vallen en met maximaal 25 procentpunten in de regio's die niet onder de convergentiedoelstelling vallen.

Except for certain expenditure incurred by the Commission that is 100 % covered by the EFF, the maximum contribution of the EFF is always calculated as a proportion of the total sum of all public expenditure.

7. When operations financed by the EFF fall under Articles 24 or 27, where these form part of a fishing effort adjustment plan referred to in Article 21(a)(i), or fall under Articles 26(3) or (4), the ceiling for the EFF contribution for priority axis 1 shall be increased by up to 10 percentage points in the regions eligible under the Convergence objective and by up to 15 percentage points for the regions not eligible under the Convergence objective.
7. Met betrekking tot uit het EVF gefinancierde concrete acties in de zin van artikel 24 of artikel 27 die deel uitmaken van een in artikel 21, onder a), i), bedoeld plan voor de aanpassing van de visserij-inspanning, alsmede in de zin van artikel 26, lid 3 of lid 4, wordt het maximumbedrag van de bijdrage uit het EVF voor prioritair zwaartepunt 1 verhoogd met maximaal 10 procentpunten in de regio's die onder de convergentiedoelstelling vallen en met maximaal 15 procentpunten in de regio's die niet onder de convergentiedoelstelling vallen.

In order to strengthen the leverage effect of Community resources by favouring, as far as possible, recourse to private sources of financing and to take better account of the profitability of the operations, the forms of assistance available from the EFF should be diversified and the rates of assistance differentiated with a view to promoting the Community interest, encouraging the use of a wide range of financial resources and limiting the contribution of the EFF by encouraging the use of appropriate forms of assistance.

5. Rejects any further suggestion that credits for the EFF should be restored at the cost of the second instrument; demands that Member States whose territory includes regions eligible under the different objectives (convergence and non-convergence) should be given greater flexibility in the management of their EFF envelope, by allowing them to transfer appropriations, within a limit of 5% of the total budget for the Member State concerned, between their convergence and non-convergence regions, so as to permit EFF resources to be targeted at those areas most in need of support;

The proposal establishes a new European Fisheries Fund (EFF) for the period 2007-2013. The EFF replaces the current Financial Instrument for Fisheries Guidance (FIFG).
Voorgesteld wordt de instelling van een Europees Visserijfonds (EVF) voor de periode 2007-2013, ter vervanging van het huidige Financieel Instrument voor de Oriëntatie van de Visserij (FIOV).
