Recognition of studies abroad (use of ECTS and Diploma Supplement): Germany, Belgium and Spain make considerable efforts to monitor the use of European tools which help students gain recognition for their studies abroad through the European Credit Transfer and Accumulation System (ECTS) and Diploma Supplement, but most countries pay comparatively little attention to this issue.

insist that the ECT, as an existing treaty which is legally binding on Russia and all EU Member States, should be the basis for relations in the field of energy and that the principles of the ECT and the Transit Protocol thereto should be incorporated in the new agreement, while reiterating its call on Russia to strengthen its commitment to a rules-based approach by ratifying the ECT and signing and ratifying the Transit Protocol, bearing in mind Parliament's opinion that the partners should be free to negotiate wording that goes beyond that of the ECT, as to the depth of cooperation and the areas covered by it, but that the agreement should in no circumstances be less comprehensive than that already subscribed to by the parties within the framework of the current PCA;

47. Emphasises that Russia is already bound by the ECT pursuant to Article 45 thereof ; is convinced that, in addition to the need for Russia to ratify the ECT, the EU should negotiate a formal framework document on energy relations with Russia in the context of the future Partnership and Cooperation Agreement; regards the mere transposition of the ECT principles into the future Partnership and Cooperation Agreement as redundant, while acknowledging the added value of provisions clarifying or supplementing the obligations contained in the ECT, in particular those contained in its Transit Protocol;
47. beklemtoont dat Rusland reeds wordt gebonden door het ECT ingevolge van artikel 45, lid 1, van dat Verdrag ; is ervan overtuigd, dat het noodzaak is dat Rusland het Europees Energiehandvest ratificeert, maar dat in aanvulling daarop de EU ook moet gaan onderhandelen over een formeel kaderdocument over energiebetrekkingen met Rusland in het kader van de toekomstige partnerschaps- en samenwerkingsovereenkomst; acht de loutere omzetting van de ECT-beginselen in de toekomstige partnerschaps- en samenwerkingsovereenkomst overbodig, maar erkent de toegevoegde waarde van bepalingen die de in het ECT geformuleerde verplichtingen verduidelijken of aanvullen, met name de bepalingen in het doorvoerprotocol daarbij;

46.
