the Commission: is facilitating SMEs’ access to the Eco-Audit and Management Scheme (EMAS) through lighter environmental procedures, reduced fees, and the option of cluster registration will finance a network of environment and energy efficiency experts in the Enterprise Europe Network providing advice on eco-efficient operations, markets potential and funding opportunities for more efficient operations in particular for SMEs is developing new forms of support for innovative start-ups and SMEs in the field of eco-innovation, with a view to facilitating market access, technology transfer, use of standards and access to finance, in line with existing State Aid provisions the Member States are invited to: provide incentives for eco-efficient businesses and products (e.g. tax incentive schemes and prioritising subsidies for funding sustainable business) in line with the Community Guidelines on State Aid for Environmental Protection and make use of the simplified approach to environmental aid for SMEs developed in the GBER make full use of the around €2.5 billion allocated in Cohesion Policy programmes for the support of eco-friendly products and processes in SMEs.
De Commissie zal: EMAS (Eco-Audit and Management Scheme) toegankelijker maken voor het mkb door lichtere milieuprocedures, lagere vergoedingen en de mogelijkheid als groep te registreren; in het Enterprise Europe Network een netwerk van deskundigen op het gebied van milieu en energie-efficiëntie ondersteunen dat advies moet verlenen over ecologisch efficiënte werkwijzen, het marktpotentieel en financieringsmogelijkheden voor efficiënter werken, met name voor het mkb; nieuwe steunvormen ontwikkelen voor innoverende starters en mkb'ers op het gebied van eco-innovatie ter vergemakkelijking van de toegang tot de markt, technologieoverdracht, de toepassing van normen en de toegang tot financiering, in overeenstemming met de staatssteunregels. De lidstaten wordt verzocht: stimulansen te bieden voor eco-efficiënte bedrijven en producten (bv. fiscale prikkels en prioritaire subsidiëring voor het oprichten van duurzame bedrijven) overeenkomstig de communautaire kaderregeling inzake staatssteun ten behoeve van het milieu, en gebruik te maken van de vereenvoudigde aanpak voor milieusteun voor het mkb van de algemene groepsvrijstellingsverordening; ten volle gebruik te maken van de rond 2,5 miljard euro die in de programma's van het cohesiebeleid is toegewezen voor steun aan milieuvriendelijke producten en procedés in het mkb.

O. whereas the Eco-Innovation Scoreboard 2010 (Eco-IS) shows a favourable eco-innovation performance in several Member States, but despite this no single EU country or group of countries can currently serve as a model for eco-innovation performance in the EU;
O. overwegende dat het „Eco-Innovation Scoreboard 2010” (Eco-IS) in verschillende lidstaten een veelbelovende eco-innovatieprestatie laat zien, maar dat desondanks geen enkel EU-land of geen enkele groep landen momenteel als model voor de eco-innovatieprestatie in de EU kan fungeren;

V. whereas there are currently more than 240 projects funded by the eco-innovation scheme; whereas in May 2013 the Commission launched a new call to select a further 45 eco-innovation projects with novel environmental solutions; whereas the operation and funding of the CIP Eco-innovation Initiative has supported promising European developers of eco-innovation by providing the risk capital that would otherwise not be accessible;

Stresses that, although current priority areas for the Eco-Innovation 2012 Call are limited to a number of focus areas, the Eco-Innovation Initiative is a cross-cutting programme that supports eco-innovative projects in different sectors; reiterates, therefore, that all sectors and business activities should be eligible for funding;

Asks the Commission to clarify its understanding of a public Community label, since its analysis of option 2 ('Creating a single Community eco-labelling scheme for fish and fishery products') and option 3 ('Establishing minimum requirements for voluntary eco-labelling schemes') in the communication makes it unclear as to whether account has been taken of considerations in international fora regarding the ownership of an eco-labelling scheme;

They may use, but are not obliged to use appropriate specifications that are defined in eco-labels, such as the European Eco-label, (multi-) national eco-labels or any other eco-label provided that the requirements for the label are drawn up and adopted on the basis of scientific information using a procedure in which stakeholders, such as government bodies, consumers, manufacturers, distributors and environmental organisations can participate, and provided that the label is accessible and available to all interested parties.

IV. Without prejudice to any requirements under the Community eco-label scheme, where a model has been granted a "European Union eco-label" under Regulation (EC) No 1980/2000 of the European Parliament and of the Council of 17 July 2000 on a revised Community eco-label award scheme(1), a copy of the eco-label may be added here.
IV. Onverminderd enigerlei vereisten uit hoofde van het communautaire milieukeursysteem, wanneer een model overeenkomstig Verordening (EG) nr. 1980/2000 van het Europees Parlement en de Raad van 17 juli 2000 inzake een herzien communautair systeem voor de toekenning van milieukeuren(1) de milieukeur heeft gekregen, mag een kopie van deze milieukeur hier worden toegevoegd.

(16) While existing as well as new eco-label schemes in the Member States may continue to exist, provision should be made to ensure coordination between the Community eco-label and other eco-label schemes in the Community, in order to promote the common objectives of sustainable consumption.

3. Requirements for assessing the compliance of specific products with the eco-label criteria and for verifying the conditions for the use of the eco-label referred to in Article 9(1), shall be established for each product group together with the eco-label criteria.
3. De eisen voor de beoordeling van de overeenstemming van specifieke producten met de milieukeurcriteria en voor het toezicht op de naleving van de in artikel 9, lid 1, bedoelde voorwaarden voor het gebruik van de milieukeur, worden voor iedere productengroep samen met de milieukeurcriteria vastgesteld.
