TRADUCTIONS EN CONTEXTE

Article 16(8) of the Treaty on European Union and Article 15(2) of the Treaty on the Functioning of the European Union (TFEU) require the Council to meet in public when considering and voting on a draft legislative act.
Artikel 16, lid 8, van het Verdrag betreffende de Europese Unie en artikel 15, lid 2, van het Verdrag betreffende de werking van de Europese Unie eisen dat de Raad in het openbaar vergadert wanneer die beraadslaagt en stemt over een ontwerp van wetgevingshandeling.

For the purpose of adopting draft decisions pursuant to Article 26(7) of Regulation (EU) No 1024/2013 and on the basis of Article 16 of the Treaty on European Union, Article 238(3) of the Treaty on the Functioning of the European Union, and Protocol (No 36) on transitional provisions, the following rules shall apply:
Met betrekking tot het vaststellen van ontwerpbesluiten krachtens artikel 26, lid 7, van Verordening (EU) nr. 1024/2013, en op basis van artikel 16 van het Verdrag betreffende de Europese Unie, artikel 283, lid 3, van het Verdrag betreffende de werking van de Europese Unie en protocol (nr. 36) betreffende de overgangsbepalingen, zijn de volgende regels van toepassing:

As regards CFSP expenditure which is charged to the general budget of the Union in accordance with Article 41 of the Treaty on European Union, the institutions shall endeavour, in the Conciliation Committee, and on the basis of the draft budget established by the Commission, to secure agreement each year on the amount of the operating expenditure to be charged to the general budget of the Union, and on the distribution of that amount between the articles of the CFSP budget chapter suggested in the fourth paragraph of this Point. In the absence of agreement, it is understood that the European Parliament and the Council shall enter in the budget the amount contained in the previous budget or the amount proposed in the draft budget, whichever is the lower.
Ten aanzien van de uitgaven van het GBVB die overeenkomstig artikel 41 van het Verdrag betreffende de Europese Unie ten laste van de algemene begroting van de Unie komen, trachten de instellingen elk jaar in het bemiddelingscomité en op basis van de door de Commissie opgestelde ontwerpbegroting overeenstemming te bereiken over de ten laste van de algemene begroting van de Unie te brengen werkingsuitgaven en de verdeling ervan over de in de vierde alinea van dit punt voorgestelde artikelen van het GBVB-hoofdstuk van de begroting. Before the examination by the Council of any draft which would aim either at amending or abrogating the Decision or any of its provisions, or at modifying indirectly its scope or its meaning through the modification of another legal act of the Union, the European Council shall hold a preliminary deliberation on the said draft, acting by consensus in accordance with Article 15(4) of the Treaty on European Union.

As a transitional measure, and with respect to acts of the Union in the field of police cooperation and judicial cooperation in criminal matters which have been adopted before the entry into force of the Treaty of Lisbon, the powers of the institutions shall be the following at the date of entry into force of that Treaty: the powers of the Commission under Article 258 of the Treaty on the Functioning of the European Union shall not be applicable and the powers of the Court of Justice of the European Union under Title VI of the Treaty on European Union, in the version in force before the entry into force of the Treaty of Lisbon, shall remain the same, including where they have been accepted under Article 35(2) of the said Treaty on European Union.

21. The Council finds it desirable that the general principles of good drafting which may be drawn from the 'Common guidelines on the quality of drafting of Community legislation` serve, where appropriate, as an inspiration for the drafting of acts adopted pursuant to Titles V and VI and of the Treaty on European Union.
De Raad acht het wenselijk dat de algemene beginselen van goede redactie die voortvloeien uit de gemeenschappelijke richtsnoeren voor de redactionele kwaliteit van de communautaire wetgeving, in voorkomend geval als leidraad dienen bij de redactie van de besluiten die overeenkomstig de titels V en VI van het Verdrag betreffende de Europese Unie worden aangenomen.
