Urges all institutions, pending its desired revision, to apply Regulation (EC) No 1049/2001, and the subsequent jurisprudence, fully and to the letter and spirit, and to take into account the changes brought about by the Lisbon Treaty and the Charter of Fundamental Rights; calls, in particular, on the Council, including its preparatory bodies, to publish minutes of the meetings of Council working groups and other documents, in the light of the Access Info Europe case, intervening Member States and their proposals; calls on Parliament to make available the agendas and feedback notes of the meetings of Committee coordinators, the Bureau and the Conference of Presidents, as well as, in principle, all documents referred to in these agendas, in accordance with the provisions of Regulation (EC) No 1049/2001, by publishing them on the Parliament’s website.

With the approval of the Bureau, a Member may, on the basis of a reasoned decision, be denied the right to inspect a Parliament document if, after having heard the Member concerned, the Bureau comes to the conclusion that such inspection would cause unacceptable damage to Parliament’s institutional interests or to the public interest, and that the Member concerned is seeking to inspect the document for private and personal reasons.
Met instemming van het Bureau kan een lid krachtens een met redenen omkleed besluit inzage in een document van het Parlement worden geweigerd, indien het Bureau na het lid gehoord te hebben tot de conclusie komt dat inzage tot een onaanvaardbare aantasting van de institutionele belangen van het Parlement of van het openbaar belang zou leiden en door het lid verlangd wordt op grond van in de privésfeer gelegen en persoonlijke motieven.

In the light of the Framework Agreement on relations between the European Parliament and the European Commission signed on 20 October 2010 (‘the Framework Agreement’), it is necessary to revise the Bureau Decision of 13 November 2006 on the rules governing the administrative processing of confidential documents.

38. By letter of 30 January 2003 the Secretary-General informed the applicant that, in the light of the audit report, he was invited to produce the documents evidencing the use of the sum of EUR 189 463 before the next meeting of the Bureau, which was scheduled for 10 February.

Each bureau guarantees that its members shall instruct the correspondents whose approval they have requested to settle claims in conformity with the provisions of the first paragraph of Article 4(4) above and forward to those correspondents or to the bureau of the country of accident all documents concerning all claims entrusted to them.
