In 2004, the Antwerp Port Authority concluded with PSA Antwerp NV and Antwerp Gateway NV concession contracts for the provision of services related to the transhipment of containers in the Deurganck dock of the Port of Antwerp.

European regulations have therefore been introduced to: - modify the system of dock dues in the overseas departments while still preserving its key features: * significant budgetary resources for local and regional government, making it an important element in decentralization; * contribution to economic and social development, thanks to the deployment of these resources and the possibility of exemptions in favour of local production to boost or support local economic activities; - retain favourable tax treatment for rum from the overseas departments in metropolitan France; - to maintain different VAT systems in the overseas departments allowing for reduced or zero rates, and to exempt the overseas departments from application of the new Community excise system.

We could mention among these intitatives: the redevelopement of the dock area in Liverpool; the regeneration of Glasgow, including the new concert hall; the convention centre in Birmingham; the transformation of a former quarrying town Terni in Italy, into a national centre for media production; a package of support for urban initiatives in Lille; the urban restructuring of the city of La Rochelle and the regeneration of the city of Duinkirk, the Emscher Park reclamation project in the Ruhr area.

Hence, under European rules, provision is made for: - adjustment of the dock dues arrangements whilst safeguarding their principal features: * substantial budgetary resources for regional and local authorities, thereby ensuring a key element of decentralization; * economic and social development through the allocation of such resources and through possible exemptions for local production in order to help promote or maintain local economic activity; - maintenance of taxation for traditional rum consumed in continental France; - maintenance of special VAT regimes in the overseas departments allowing reduced rates or even the non-application of this tax, and non- application in the overseas departments of the new Community excise rules.
Daarom zijn Europese regelingen vastgesteld waarbij : - de heffing op over zee aangevoerde goederen ("octroi de mer") wordt aangepast met behoud van de essentiële punten, namelijk in die zin dat zij : * een belangrijke financieringsbron voor de regionale en plaatselijke gemeenschappen, en dus een belangrijk element voor decentralisatie blijft; * de sociaal-economische ontwikkeling verder stimuleert door deze financiële middelen aan te wenden ter bevordering of handhaving van de plaatselijke economische activiteit en de mogelijkheid om verlet te laten om daartoe vrijstellingen ten voordele van de lokale produktiesectoren toe te staan. - de gunstige belastingregeling voor traditioneel bereide rum die op het Franse vasteland verbruikt wordt, gehandhaafd wordt; - de specifieke BTW-regelingen in de DOM gehandhaafd worden, waardoor het mogelijk is deze belasting daar tegen verlaagd tarief of helemaal niet toe te passen, en de nieuwe accijnsregeling van de Gemeenschap niet van toepassing verklaard is voor de DOM.
