In order to ensure uniform conditions for the implementation of this Regulation, implementing powers should be conferred on the Commission, in relation to the content of rural development programmes and national frameworks, the approval of programmes and of modifications thereto, the procedures and timetables for approval of programmes, the procedures and timetables for the approval of modifications to programmes and to national frameworks, including their entry in to force and frequency of submission, the rules on payment methods for participants' costs for knowledge transfer and information actions, specific conditions for the implementation of rural development measures, the structure and operation of networks set up by this Regulation, the information and publicity requirements, the adoption of the monitoring and evaluation system and the rules for the operation of the information system, and the rules concerning the presentation of the annual implementation reports.
Teneinde eenvormige voorwaarden voor de uitvoering van deze verordening te waarborgen, moeten aan de Commissie uitvoeringsbevoegdheden worden verleend met betrekking tot de inhoud van plattelandsontwikkelingsprogramma's en het nationaal kader, de goedkeuring en wijziging ervan, de procedures en termijnen voor de goedkeuring van programma's, de procedures en termijnen voor de goedkeuring of wijziging van programma's of van de nationale kaders, inclusief inwerkingtreding en frequentie van indiening, de betalingsmodaliteiten betreffende de kosten van de deelnemers voor kennisoverdracht en voorlichtingsacties, specifieke voorwaarden voor de uitvoering van plattelandsontwikkelingsmaatregelen, de structuur en de werking van op grond van deze verordening opgezette netwerken, en de vereisten inzake de voorlichting en publiciteit, de vaststelling van het monitoring- en evaluatiesysteem en de voorschriften voor de werking van het informatiesysteem en de voorschriften met betrekking tot de presentatie van de jaarlijkse uitvoeringsverslagen.

Emphasises that transparent and clear procedures are factors in good governance; therefore welcomes the ongoing simplification of the Financial Regulation and of the Structural Funds rules and calls on the Member States to fully comply with the requirements of the revised Financial Regulation and to disclose information on final beneficiaries of Structural Funds; urges the Commission to propose understandable rules, which will not require frequent modifications; calls for a simpler architecture for the Funds after 2013, not as a consequence of the economic crisis but as a general principle of the future cohesion policy, in order to facilitate absorption of the funds, and recommends greater transparency and flexibility in the use of the EU Funds in order to avoid an additional administrative burden which may discourage potential partners from taking part in projects;
wijst er met nadruk op dat doorzichtige en heldere procedures elementen van behoorlijk bestuur vormen; spreekt dan ook zijn waardering uit voor de huidige vereenvoudiging van het Financieel Reglement en van de voorschriften betreffende de structuurfondsen en verzoekt de lidstaten de eisen van het herziene Financieel Reglement volledig na te leven en gegevens bekend te maken over de eindbegunstigden van de structuurfondsen; verzoekt de Commissie met klem begrijpelijke voorschriften voor te stellen die niet veelvuldig hoeven te worden aangepast; verzoekt om een eenvoudiger opzet van de fondsen na 2013, niet als uitvloeisel van de economische crisis maar als algemeen beginsel van het toekomstige cohesiebeleid, ten einde de besteding van de kredieten te vergemakkelijken, en beveelt meer doorzichtigheid en soepelheid aan in verband met het gebruik van EU-kredieten om te voorkomen dat er extra administratieve beslommeringen ontstaan waardoor eventuele partners ervan worden weerhouden aan de projecten deel te nemen;
