Acknowledging the importance of high-speed broadband roll-out, Member States have endorsed the ambitious broadband targets set out in the Communication from the Commission entitled ‘The Digital Agenda for Europe — Driving European growth digitally’ (‘the Digital Agenda’), namely to bring basic broadband to all Europeans by 2013, and to ensure that, by 2020, all Europeans have access to much higher internet speeds of above 30 Mbps and 50 % or more of Union households subscribe to internet connections above 100 Mbps.
De lidstaten erkennen het belang van de uitrol van hogesnelheidsbreedband en hebben derhalve hun goedkeuring gehecht aan de ambitieuze breedbanddoelstellingen in de mededeling van de Commissie met als titel „The Digital Agenda for Europe — Driving European growth digitally” (Digitale agenda voor Europa: digitale impulsen voor de Europese groei) („de Digitale agenda”), namelijk om alle Europeanen tegen 2013 van basisbreedband te voorzien, en ervoor te zorgen dat, tegen 2020, alle Europeanen toegang hebben tot veel sneller internet (30 Mbps of meer) en ten minste 50 % van de Europese huishoudens over een internetverbinding van meer dan 100 Mbps beschikt.

Stresses that the digital agenda and the completion of a digital single market must stand at the heart of the EU’s efforts to generate growth and exit from the crisis; believes that political leadership is required at both EU and national level to address existing barriers to the digital single market in order to create jobs and growth in the EU; recalls that the digital economy is growing at seven times the rate of the rest of the economy and notes that the completion of the digital single market could give it a boost of EUR 110 billion per year;

Considers that the role of competition in spurring investment in new digital infrastructure to promote economic growth should not be undermined; believes that it is crucial for the Commission to guarantee a regulatory framework which allows all market players to invest in innovative digital infrastructure; considers that, to this end, new rules on setting efficient access prices for Next Generation Access (NGA) networks should reflect the underlying competitive process in each Member State by respecting the prerogatives of national regulatory authorities (NRAs); believes that, to this end, NRAs should be working to pursue common objectives, e.g. those of the Digital Agenda, drawing on their better knowledge of, and specific expertise regarding, their respective national markets;
19. is van mening dat de rol van concurrentie in het stimuleren van investeringen in nieuwe digitale infrastructuur ter bevordering van economische groei niet mag worden ondermijnd; beschouwt het als cruciaal dat de Commissie een regelgevend kader garandeert waarbinnen alle marktspelers kunnen investeren in innovatieve digitale infrastructuur; meent dat met het oog hierop nieuwe regels voor de vaststelling van efficiënte toegangsprijzen tot NGA-netwerken (Next Generation Access) het onderliggende mededingingsproces in de respectieve lidstaten moeten weerspiegelen en de prerogatieven van de nationale regelgevende instanties (NRI's) in acht moeten nemen; meent dat de NRI's met het oog hierop gemeenschappelijke doelstellingen moeten nastreven, bijvoorbeeld die van de Digitale Agenda, daarbij gebruikmakend van hun kennis en specifieke deskundigheid wat betreft hun respectieve nationale markten;

14. Highlights the need for the broadband uptake and access, e-commerce, digital inclusion, cross-border public services and research and innovation targets set in the Digital Agenda for Europe to remain an overreaching priority in order for the EU to reap the full benefits of the digital society;
