The funds available under the Instrument for Development Co-operation (DCI) amount to € 10.1 billion for developing countries from Latin America, Asia and the Middle East, and for South Africa.

The invitations to tender are open to the Member States and all the ACP countries, plus all the Mediterranean partner countries under the MEDA programme and to the beneficiary countries of Latin America and Asia (ALA).

The GEEREF will support regional sub-funds for Sub-Saharan Africa, Caribbean and Pacific Island States (ACP region), the countries of the European Neighbourhood (including North-Africa and non-EU Eastern Europe including Russia), Latin America, and Asia (including Central Asia and the Middle East).[13] The new Development Cooperation Instrument (DCI) will provide the legal basis and the GEEREF will be incorporated into the Thematic Programme for Environment and Sustainable Management of Natural Resources, including Energy (ENRTP) set out in that Instrument.[14] Funding will be market-driven whilst priority will be given to investments in those countries or regions with renewable energy and energy efficiency policies that are conducive to private sector engagement.

Emphasises that the attainment of all eight UN MDGs should be regarded as a crucial task in the current multilateral and bilateral trade negotiations; stresses that keeping the promises reiterated in the Madrid Declaration on attaining the MDGs and eradicating global poverty will require a trade environment in which developing countries in Latin America have real access to the markets of developed countries and can maintain and develop their own competitive manufacturing and food processing industries – an environment in which more equitable trade practices are implemented and strong and enforced rules apply to the protection of the environment and social rights;

In particular, the EIB's operations in the central and eastern European countries forms part of the pre-accession strategy designed to assist the integration process. in the Mediterranean countries, the Bank's lending comes under the Euro-Mediterranean partnership; in Latin America and Asia, the Bank continues to finance projects of common interest; in South Africa, lending is designed to underpin the programme of reconstruction and development of the country; finally, in the ACP countries, the Bank's activities are being developed in the context of the Lomé Convention and those countries' privileged relations with the Community.
