In order to ensure an effective, efficient and expeditious examination and registration of European trade mark applications by the Agency using procedures which are transparent, thorough, fair and equitable, the power to adopt delegated acts in accordance with Article 290 of the Treaty should be delegated to the Commission in respect of specifying the details on the procedures related to the examination of compliance with the requirements on the filing date and with the formal conditions of an application, the procedures for verifying payment of class fees and the examination of absolute grounds for refusal, the details concerning the publication of the application, the procedures for correcting mistakes and errors in publications of applications, the details on the procedures related to third party observations, the details on the opposition procedure, the details on the procedures for filing and examining an opposition and those governing the amendment and division of the application, the particulars to be recorded in the Register when registering a European trade mark, the modalities of publication of the registration and the content and modalities of issue of a certificate of registration.

The delegated regulation may contain detailed rules on the authorisation of expenditure, including the establishment of the mandatory details on a payment order and the checks by the authorising officer of payments orders.

In the case of IT-based payment systems, the accounting officer shall validate the security and reliability of such systems".
De verrichtingen inzake de vereffening, de opdracht en de betaling van de uitgaven moeten worden uitgevoerd binnen de termijnen van en het bepaalde in de uitvoeringsbepalingen van het Financieel Reglement. Wanneer er sprake is van geautomatiseerde betalingssystemen dient de rekenplichtige de veiligheid en betrouwbaarheid van deze systemen te valideren.

In order to facilitate the transition towards the single payment scheme, Article 48a(11) of Commission Regulation (EC) No 795/2004 of 21 April 2004 laying down detailed rules for the implementation of the single payment scheme provided for in Council Regulation (EC) No 1782/2003 establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers (5), provides for the continuation of the applicability of the previous hops regime in Slovenia until 31 December 2006 and therefore to proceed to the implementation of the single payment scheme for all sectors concerned in 2007.

Commission Regulation (EC) No 795/2004 of 21 April 2004, laying down detailed rules for the implementation of the single payment scheme provided for in Council Regulation (EC) No 1782/2003 establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers (2), introduces the implementing rules for the single payment scheme that will apply starting from 2005.

6. Member States concerned shall communicate the details of the payment they intend to grant and, in particular, the eligibility conditions and the sectors concerned by 1 August of the year preceding the first year of application of the single payment scheme at the latest.
6. Uiterlijk op 1 augustus van het jaar dat voorafgaat aan het eerste jaar van toepassing van de bedrijfstoeslagregeling, delen de betrokken lidstaten de gegevens mee inzake de betalingen die zij voornemens zijn te verlenen, en met name de subsidiabiliteitsvoorwaarden en de betrokken sectoren.
