The EU would benefit from a more coordinated approach in the fight against doping, in particular by defining common positions in relation to the Council of Europe, WADA and UNESCO, and through the exchange of information and good practice between Governments, national anti-doping organisations and laboratories.

Recalls that close cooperation and partnership with third countries of origin and transit is essential in order to define a comprehensive approach to EU migration and asylum policy; calls on the Commission and on the VP/HR to scale up efforts for renewed cooperation with strategic partners in the existing framework in order to define joint actions for fighting against criminal networks, building and reinforcing protection and asylum capacities for stranded migrants along main routes and offering safe options for people qualifying for international protection, in close cooperation with the United Nations High Commissioner for Refugees (UNHCR);

Stresses that fiscal consolidation needs to be accompanied by clearly defined long-term macroeconomic targets, including those identified by the Europe 2020 strategy, especially with regard to the fight against unemployment and poverty, increase in overall competitiveness, as well as investment in infrastructure and a knowledge based-economy; notes that budgetary restrictions which, from a short-term perspective can fulfil the goal of restoring budgetary discipline, can, if imposed without a well-defined strategy, undermine growth prospects, reduce competitiveness and seriously harm the economy in the long run;

Your rapporteur is of the opinion that the most appropriate approach is to base conclusions with regard to the situation on the protection of EU’s financial interests and fight against fraud on the Annual Report by the Court of Auditors for the year 2009, which he finds to be the most reliable source of information, the Commission’s and OLAF’s reports serving mainly as auxiliary information on reporting tendencies and case-study.

Stresses the important distinction between domestic agricultural support that significantly distorts production and trade and those subsidies that have no, or at least minimal trade-distorting effects; asks in the interests of transparency for details of all direct and indirect subsidies to be made available; recognises that the key to the reform process is to move progressively away from trade distorting policies; at the same time, believes that there is a need for a more disciplined approach to aids that are variable in relation to market prices; therefore proposes that such aids for products that give rise to a substantial number of exports should be subject to the same reduction commitments as export subsidies; believes that disciplines concerning non-product specific domestic support should be further strengthened and clearly defined;
