In parallel, it established structures to accompany Member States in their efforts, in particular the National Roma Contact Points' network where National Roma Contact Points from all 28 Member States meet regularly as well as the Commission-internal Roma Task Force chaired by Directorate General Justice (with Directorate General Employment, Social Affairs and Inclusion as deputy chair) bringing together senior representatives from the Commission's Secretariat General as well as from various Directorates General, including those in charge of regional and urban policy, education and culture, agriculture and rural development, health and consumers, enlargement, home affairs, statistics, budget, communication and the European Union Agency for Fundamental Rights (FRA) to ensure coherence and consistency.

Calls for the setting-up of an informal coordination body which would include the Director-General of the Commission’s DG for Education and Culture (DG EAC), the Directors responsible for education in other DGs, representatives of civil society, of social partners and of Parliament’s Committee on Culture and Education, and would hold high-level meetings to ensure closer coordination of work, policy coherence and the follow-up of recommendations issued by formal and informal ET 2020 bodies; believes that such coordination is necessary owing to concerns about lack of genuine dialogue between the Commission and civil society organisations and division of ET 2020-related competences between several Commission DGs and Commissioners; calls for the conclusions of this work to be properly communicated, at both European and national level.

Notes that, concerning culture and education policy, although progress has been made since 2005 with the last series of audits contributing additional information, the instrument for auditing and supervising the national agencies did not in fact change and the Directorate-General for Education and Culture (DG EAC) had to acknowledge a number of weaknesses;

When the Commission draws up legislative proposals its Directorate-General for Education and Culture must accordingly give greater consideration to their impact on culture and the cultural heritage so that the horizontal dimension of culture is put into practice in a more correct way in all European Union policies.

Points to the need for the Commission to adopt an integrated approach to all policy measures which affect tourism; calls, therefore, given that tourism issues cut across boundaries, for the directorates-general concerned (transport, regional policy, employment, the environment, social policy, consumer protection, education and culture, etc.) to work to eliminate the existing fragmented planning and produce more accurately targeted and more closely interlocking Community programmes to guarantee sustainable development of the sector and vertical cohesion encompassing the regions, the national governments and the Community institutions; considers that for this purpose a business impact assessment of all EU measures with a major effect on tourism should be carried out, to ensure that activities with this aim benefit sustainable and responsible tourism ;
3. wijst op de behoefte van een geïntegreerde aanpak door de Commissie van alle beleidsmaatregelen die effect hebben op het toerisme; vraagt derhalve, gelet op het vertikaal karakter van de problematiek van het toerisme, dat de betrokken directoraten-generaal (vervoer, regionaal beleid, werkgelegenheid, milieu, sociaal beleid, consumentenbescherming, onderwijs en cultuur, enz.) alles in het werk stellen om een einde te maken aan de versnippering van de huidige programma's en de communautaire programma's beter op elkaar af te stemmen om een duurzame ontwikkeling van de sector en verticale samenhang tussen regio's, nationale regeringen en communautaire instellingen mogelijk te maken; is van mening dat hiertoe economische-effect-evaluaties moeten worden uitgevoerd van alle EU-maatregelen die het toerisme in belangrijke mate beïnvloeden, zodat alle beleidsdaden die een weerslag op het toerisme hebben het duurzaam en verantwoord toerisme ten goede komen;
