whereas Peace Support Operations (PSOs) are a form of crisis response, normally in support of an internationally recognised organisation such as the UN or the African Union (AU), with a UN mandate, and designed to prevent armed conflict, restore, maintain or build peace, enforce peace agreements and tackle the complex emergencies and challenges posed by failing or weak states; whereas the stability of the African and European neighbourhood would greatly benefit all our countries.

Welcomes the Declaration adopted at the Third EU-LAS Foreign Affairs Ministerial Meeting of 10 and 11 June 2014; supports the fact that the Ministers welcomed Euro-Arab co-operation as a means to provide an integrated regional response to strategic challenges, to ensure capacity building within the LAS institutional set-up and to further develop technical exchanges; notes that the Ministers commended progress made in the field of early warning and crisis response, in particular the full implementation of the Early Warning Crisis Response Project;

Points out that many useful instruments already exist at EU level and that these instruments include the EU’s Emergency and Crisis Coordination Arrangements, European Civil Protection, EEAS Crisis Response and Operational Coordination, EU Intelligence Analysis Centre, the Commission’s Strategic Analysis and Response Capability, Europol’s First Response Network, CBRN Action Plan, Atlas Network, ARGUS and agencies such as Frontex; notes that the Solidarity Clause should avoid creating new instruments and opt for the coordination, adaptation or strengthening of these instruments for the purposes of preventing and responding to disasters and attacks in accordance with the principles of necessity and proportionality;
3. wijst erop dat veel nuttige instrumenten reeds op EU-niveau aanwezig zijn, zoals onder meer de EU-regelingen voor de coördinatie in crisis- en noodsituaties, het Europees Agentschap voor civiele bescherming, de Europese Dienst voor extern optreden inzake crisisrespons en operationele coördinatie, het Centrum voor inlichtingenanalyse van de EU, de Strategische Analyse- en Responscapaciteit van de Commissie, het "First Response Network" van Europol, het CBRN-actieplan, het Atlasnetwerk, ARGUS en agentschappen als Frontex; merkt op dat de solidariteitsclausule geen nieuwe instrumenten moet creëren en moet opteren voor de coördinatie, de aanpassing of de versterking van de bestaande instrumenten om rampen en aanslagen te verhinderen en erop te reageren in overeenstemming met de beginselen van noodzakelijkheid en evenredigheid;

Stresses that the EU needs to possess capable crisis response structures with 24/7 monitoring and response capacity, able to provide early warning and up-to-date situation awareness to all relevant actors; notes the existence of a multitude of EU-level monitoring centres, and that this raises questions of efficient coordination in the event of complex, multidimensional crises; notes the establishment of the Situation Room within the European External Action Service, as well as the existence of a number of sectoral monitoring centres within Commission departments and specialised EU bodies; draws attention, in particular, to the Monitoring and Information Centre of DG ECHO, the Strategic Analysis and Response Capability of DG HOME, the Health Emergency Operations Facility of DG SANCO, and the situation room of Frontex;
32. onderstreept dat de EU adequate structuren voor crisisrespons moet hebben met een waarnemings- en responscapaciteit die 24 uur per dag operationeel is en alle relevante actoren vroegtijdig kan waarschuwen en tijdig over de situatie kan informeren; stelt vast dat er op EU-niveau talrijke waarnemingscentra zijn en dat dit vragen oproept ten aanzien van een efficiënte coördinatie in geval van complexe crises met een meervoudige dimensie; neemt kennis van de oprichting van een crisiscentrum binnen de Europese Dienst voor extern optreden en het bestaan van een aantal sectorale waarnemingscentra bij de Commissie en gespecialiseerde EU-organen; wijst met name op het Waarnemings- en Informatiecentrum van DG ECHO, de Strategische Analyse- en Responscapaciteit van DG HOME, het Centrum voor het beheer van crisissituaties op het gebied van de volksgezondheid van DG SANCO en het crisiscentrum van Frontex;

19. Regrets the fact that the provisional organisation chart of the EEAS does not include all existing units dealing with crisis response planning and programming, conflict prevention and peacebuilding with the CSDP structures in line with the Madrid agreement; calls in this context for the organisation of regular meetings of a crisis management board to be composed of the CMPD, the CCPC, the EUMS, the EU SITCEN, the peace-building, conflict prevention, mediation and security policy units, the Chair of the PSC, the geographical desks and other policy departments concerned, placed under the authority of the VP/HR and the executive Secretary-General and with the participation of the Commission humanitarian aid, civil protection and internal security structures according to the circumstances; such meetings would be coordinated by the Managing Director for Crisis Response; calls on the VP/HR and the Commission to equip the board with an efficient alert and emergency system and a large unified operations room, located within the EEAS, so as to enable surveillance to be carried out 24 hours a day, 7 days a week, hence avoiding the present operational overlapping, which hardly squares with the need for a proper surveillance and rapid reaction system to deal with crises; considers that regular coordination and exchange should be ensured between this system and the European emergency response centre currently being developed by the Commission to guarantee appropriate synergies while respecting each other’s competencies;
19. betreurt dat het voorlopige organigram van de EDEO niet alle eenheden omvat die zich bezighouden met de planning en programmering van crisisrespons, conflictpreventie en vredesopbouw met de structuren van het GVDB, overeenkomstig het akkoord van Madrid; vraagt in verband hiermee dat geregeld vergaderingen worden gehouden van een crisisbeheersingsraad, bestaande uit het directoraat Crisisbeheer en Planning (CMPD), het civiele plannings- en uitvoeringsvermogen (CPCC), de Militaire Staf van de Europese Unie (EUMS), het Gemeenschappelijke Situatiecentrum (SITCEN) van de EU, de eenheden voor vredesopbouw, conflictpreventie, bemiddeling en veiligheidsbeleid, het voorzitterschap van het PVC, de landendesks en de andere betrokken beleidsafdelingen, onder het gezag van de VV/HV en de uitvoerend secretaris-generaal, met deelname van de structuren van de Commissie voor humanitaire hulp, burgerbescherming en interne veiligheid, al naar gelang de omstandigheden; is van mening dat deze vergaderingen moeten worden gecoördineerd door de uitvoerend directeur voor crisisrespons; verzoekt de VV/HV en de Commissie deze structuur te voorzien van een efficiënt waarschuwings- en alarmsysteem en van een grote, gemeenschappelijke werkruimte die gevestigd is binnen de EDEO en waarmee het toezicht vierentwintig uur per dag en zeven dagen per week kan worden verzekerd, zodat de huidige dubbele werkvoorzieningen, die nauwelijks zijn te rijmen met de noodzaak om over een adequaat systeem voor toezicht en snelle crisisrespons te beschikken, kunnen worden vermeden; is van mening dat er dient te worden voorzien in regelmatige coördinatie en uitwisseling tussen dit systeem en het Europees Centrum voor respons in noodsituaties dat momenteel door de Commissie wordt ontwikkeld, teneinde voor adequate synergie te zorgen met inachtneming van elkaars specifieke taken;
