The Lisbon European Council Conclusions have underlined the importance of an efficient and transparent capital market for fostering growth and employment in the EU. Globalisation and information technology developments have created a unique momentum to realise a single, efficient and competitive EU securities market. In order to accelerate the completion of a single securities market, urgent action in the field of financial reporting is required to enhance comparability of financial statements, as requested by the European Council in Lisbon.
In de conclusies van de Europese Raad van Lissabon wordt nadrukkelijk gewezen op het belang van efficiënte en transparante financiële markten voor de bevordering van groei en werkgelegenheid in de EU. The Commission supported the efforts of the International Accounting Standards Committee (IASC) and the International Organization of Securities Commission (IOSCO) to create a single body of financial reporting standards that could be used for listing purposes around the world.

Considers that the way in which the Commission addresses the deficiencies detected in the LPIS system (excessively long conformity procedures leading to the flat-rate corrections with delayed inclusion of action plans and reservations in the annual activity reports) creates a financial risk to the budget of the Union; calls, in order to remedy shortcomings in LPIS systems, for action plans to be implemented promptly; calls, in the event of failure to comply with the deadlines, for proportionate reduction and suspension of monthly or intermediate payments to the Member States concerned in order to avoid creating a financial risk to the budget of the Union.

Welcomes the fact that the strategic report (COM (2010) 110) places greater emphasis on results-based implementation of the Structural Funds; supports ideas being put forward by the Commission aimed at placing greater emphasis on results-based implementation of the Structural Funds and creating financial incentives for Member States that meet the targets set, thereby rewarding the successful implementation of programmes; welcomes the fact that this will help ensure that money is properly targeted at those affected;

If it were good for anything, the financial crisis that has recently devastated the world certainly served to draw our attention to the fragility of our economic systems, to the constant economic risk in which we live and to the glaring need to create a body charged with macro-economic supervision within the EU. That is why I look positively on the fact that Members from all political groups have voted for this report and that it has been adopted by an overwhelming majority, which is a good illustration of the general concern about fiscal sovereignty.
Als die financiële crisis die onlangs de wereld heeft geteisterd, al ergens goed voor is geweest, dan is dat in ieder geval omdat onze aandacht daardoor is gevestigd op de kwetsbaarheid van onze economische systemen, op de permanente economische risico’s waarmee wij te maken hebben en op de dringende behoefte aan de oprichting van een instantie die belast is met het macro-economisch toezicht in de EU. Daarom vind ik het positief dat leden van alle politieke partijen hun steun aan dit verslag hebben gegeven en dat het met een overweldigende meerderheid is aangenomen.

The report before you sets out a useful strategy for creating lead supervisory practices in the EU. With a longer term perspective, provided that the parliamentary accountability of any new body thus created is guaranteed, we can see the benefits of moving towards a more uniform supervisory regime for financial markets.
Het verslag dat voorligt, schetst een nuttige strategie voor de totstandbrenging van "lead supervisor"-praktijken in de EU. Op de langere termijn en vooropgesteld dat de parlementaire controleerbaarheid van ieder nieuw orgaan dat op die manier tot stand is gekomen wordt gewaarborgd, kunnen wij de voordelen zien van een trend in de richting van een uniformere toezichtregeling voor financiële markten.
