O. whereas counter-terrorism means countering all forms of terrorism, including cyber-terrorism, narco-terrorism and the interconnectability of terrorist groups with and within multiple criminal operations, as well as the tactics it uses to be operational such as illegal funding, financial extortion, money laundering and disguising terrorist groups operations under assumed legal entities or institutions;

5. Urges EU Member States to ensure that no acts of terrorism originate from within their own borders and therefore commit sufficient resources to domestic counter-radicalization and counter-terrorism; calls for closer cooperation between the EU and NATO in counter-terrorism policy and suggests that the HR/VP and Counter-Terrorism Coordinator should be actively engaged in counter-terrorism discussions with NATO; welcomes informal groupings of Member States such as the Salzburg Group, Baltic Sea Task Force and G6 coming together to coordinate security and conduct anti-terrorist exercises; advocates widening these efforts to include more Member States and recommends shared training between security and police forces of Member States;

(ab) to further develop cooperation channels and mechanisms with the EU's external partners, especially the US, in the field of combating terrorism, particularly with a view to implementing the UN global counter-terrorism strategy, by participating in the G8 Roma/Lyons Group and the Counter-Terrorism Action Group, by strengthening the relevant global agreements and by stepping up efforts to conclude a comprehensive convention on international terrorism; to engage with these partners more effectively and in a more structured way, on both a strategic and a practical level; to show leadership and set an example by consolidating respect for fundamental rights and the rule of law as the core of the EU's approach to countering terrorism,

Strongly condemns the continuing terrorist violence by the PKK, which is on the EU list of terrorist organisations, and by other terrorist groups on Turkish soil; encourages Turkey, the EU and its Member States to intensify their cooperation in the fight against terrorism, in close coordination with the counter-terrorism coordinator and Europol and in strict compliance with international human rights law;

The United Nations has developed its own global counter-terrorism strategy, which was adopted by the General Assembly in September 2006. Counter-terrorism initiatives are also pursued by the Council of Europe and the OSCE. The G8 has also been active in this area, in particular via its Roma/Lyon Group and the Counter-Terrorism Action Group.

As is pointed out in the above-mentioned Commission paper on fighting terrorism, there are good arguments to improve the coordination of counter-terrorism activities inside the EU institutions (following the good example of the EU compendium of threat assessments written by TWG and COTER, or common meetings of these two working parties) and to reinforce the role of the Terrorism Working Group in preparing EU policy-making.

After 11 September 2001, Member States' intelligence services, following the conclusions of the European Council of 21 September 2001, have stepped up their counter- co-ordination within the "Counter-terrorism group" (CTG) of the Club of Bern, which brings together the counterterrorist experts of the intelligence services.

There are also good arguments to improve the coordination of counter-terrorism activities inside EU institutions and to reinforce the role of the Terrorism Working Group in preparing EU policy making. The working methods of the TWG should be improved by allowing Europol a more proactive role.
