In its Communication 2008/C 182/08 on the application and future development of Community legislation concerning vehicle emissions from light-duty vehicles and access to repair and maintenance information (Euro 5 and 6) the Commission has suggested a series of OBD threshold limits, which broadly reflect the thresholds applied to most light duty vehicles in the United States and Canada from the year 2013 onwards, where the majority of vehicles’ OBD systems are compliant with the legislation set by the Californian Air Resources Board (CARB).
In haar Mededeling 2008/C 182/08 over de toepassing en de toekomstige ontwikkeling van de Gemeenschapswetgeving met betrekking tot emissies van lichte bedrijfsvoertuigen en de toegang tot reparatie- en onderhoudsinformatie (Euro 5 en Euro 6) heeft de Commissie een reeks OBD-grenswaarden voorgesteld, die in grote lijnen overeenkomen met de grenswaarden die vanaf 2013 gelden voor de meeste lichte voertuigen in de Verenigde Staten en Canada, waar de meerderheid van de OBD-systemen in voertuigen aan de regels van de Californian Air Resources Board (CARB) voldoet.

Since the White Paper ‘Roadmap to a Single European Transport Area – Towards a competitive and resource efficient transport system’ has underlined the need to improve the aerodynamic performance of road vehicles and research has shown that fuel consumption of motor vehicles and therefore CO emissions could be significantly reduced by fitting aerodynamic devices to vehicles, it is important to allow the fitting of such aerodynamic devices to vehicles.

Despite clear progress in developing their commitment and coordination role, there is room for improvement with regard to their status, capacities, resources, mandate and the political support they receive: National Contact Points should be given appropriate human and financial resources; they must have the formal authority and competence to coordinate processes across ministries and various levels of government and ensure that Roma inclusion is integrated into all relevant public policies; they should contribute to the definition and implementation of relevant policies and be involved in the strategic planning for the use of EU funds.

mechanisms to ensure effective coordination between the ERDF, the ESF, the Cohesion Fund, the EAFRD, the EMFF and other Union and national funding instruments, including the coordination and possible combination with the Connecting Europe Facility pursuant to Regulation (EU) No 1316/2013 of the European Parliament and of the Council , the ENI, the EDF, and the IPA II, as well as with the EIB, taking into account the provisions set out in Annex I to Regulation (EU) No 1303/2013 where Member States and third countries or territories participate in cooperation programmes that include the use of ERDF appropriations for outermost regions and resources from the EDF, coordination mechanisms at the appropriate level to facilitate effective coordination in the use of those appropriations and resources.

When appropriate, and depending on national procedures and legislation, the eCall PSAP and appropriate emergency service(s) or service partner(s) may be granted access to the characteristics of the vehicle contained in national databases and/or other relevant resources, in order to obtain information that is necessary for dealing with an eCall, notably to allow the interpretation of the Vehicle Identification Number (VIN) and the presentation of additional relevant information, particularly vehicle type and model.
7. (b) "Non-compete obligation" means any direct or indirect obligation causing the buyer not to manufacture, purchase, sell or resell goods or services which compete with the contract goods or services, or any direct or indirect obligation on the buyer to purchase from the supplier or from another undertaking designated by the supplier more than 50 % of the buyer's total purchases of the contract goods or services and their substitutes on the relevant market, calculated on the basis of the value of its purchases in the preceding calendar year. However, statements still have to be translated into specific action and initiatives: into a shift in the rules on international trade within the WTO (in Doha recently the EU gave some encouraging signs), with particular reference to the relationship between those rules and the rules on biosafety; into a revision (more than timely, in the eyes of many experts) of the rules on finance and support for the balance of payments of the least-developed countries, which could at least prevent crises such as the one which recently occurred in Argentina; into proposals for the concerted resumption of development aid, especially of the multilateral kind; into areas as diverse as water-resource management, renewable energy-resource technologies and the international dissemination thereof, security at sea and marine pollution, protection of threatened species, and so on. Progress in these areas would be a good way for the EU to acquire the kind of credibility and authority which would enable it to play an essential role in the efforts which must be made to regulate globalisation and the difficult compromises which will undoubtedly be required at the higher levels at which world affairs are coordinated and run, such as those relating to the serious issues of war and peace which are undoubtedly linked, in a complex though very real way, to the issues to be dealt with in a few months’ time in Johannesburg.

Vooruitgang op dit gebied zou een goed begin zijn, om de EU geloofwaardig te maken en autoriteit te geven, waardoor zij de belangrijke actor, waar men niet omheen kan, in het absoluut noodzakelijk streven naar de beheersing van de globalisering en de moeilijke compromissen kan worden, die ongetwijfeld op hogere niveaus van coördinatie en sturing van internationale kwesties noodzakelijk zullen zijn, zoals diegene die de ernstige problemen op het gebied van vrede en oorlog betreffen, die ongetwijfeld op complexe, maar zeer reële wijze, met de kwesties te maken hebben die over enkele maanden in Johannesburg aan de orde zullen komen.
