I. whereas this practice is worth formalising so that it can serve as a precedent for the future, and whereas it should also be improved; whereas, on the European patent system, the European Council called into question a legislative agreement concluded between Parliament and the Council; whereas, on economic governance, the European Council saw fit to renegotiate provisions identical to those which a previous regulation had already made applicable; whereas, on an EU banking supervisory authority, the European Council adopted two contradictory positions one year apart, which it could have avoided by taking greater account of Parliament’s position; whereas negotiations on the 2014-2020 multiannual financial framework saw the legislative process held to ransom as the legally required unanimity in the Council could only be achieved by pre-empting certain major policy choices in the regulations on the policies to be financed, which, in these areas, reduces Parliament’s role to one of merely amending secondary provisions;
I. overwegende dat deze praktijk verdient te worden geformaliseerd zodat ze kan dienen als voorbeeld voor de toekomst en overwegende dat ze eveneens dient te worden verbeterd; overwegende dat de Europese Raad, met betrekking tot het Europees octrooistelsel, een wetgevingsakkoord tussen het Parlement en de Raad in vraag heeft gesteld; dat de Europese Raad het, met betrekking tot economisch bestuur, nodig heeft geacht opnieuw te onderhandelen over bepalingen die identiek waren aan bepalingen die reeds krachtens een eerdere verordening van toepassing waren; dat de Europese Raad, met betrekking tot de Europese Bankautoriteit, in een periode van een jaar achtereenvolgens twee tegenstrijdige standpunten heeft aangenomen, wat vermeden had kunnen worden door beter rekening te houden met het standpunt van het Parlement; overwegende dat de onderhandelingen over het meerjarig financieel kader 2014-2020 geleid hebben tot een ware gijzeling van het wetgevingsproces, aangezien de in de Raad wettelijk vereiste unanimiteit enkel kon worden bereikt door vooraf besluiten te nemen over bepaalde belangrijke politieke kwesties in het kader van regelgeving omtrent het te financieren beleid, wat ertoe heeft geleid dat de rol van het Parlement op deze gebieden beperkt werd tot het wijzigen van secundaire bepalingen;

71. Urges the EU and its Member States to work together with the United States to channel more of the international aid effort through domestic authorities and the Kabul Government and to encourage the US to move away both from its policy of circumventing domestic institutions in the delivery of international aid and the privatisation of security, and from its parallel and (in terms of the peace process) seemingly contradictory attempt to ‘decapitate’ the insurgency leadership using drones, US Special Forces and local militias, such approaches being of questionable legal status, resulting in frequent civilian casualties and discrediting the international intervention; pays tribute to the servicemen and women of all the Allied Forces who have lost their lives in defending freedom, and expresses its condolences to their families, as well as to the families of all innocent Afghan victims;
71. verzoekt de EU en haar lidstaten om er samen met de Verenigde Staten voor te zorgen dat meer internationale steun via lokale overheden en de regering in Kabul wordt uitgekeerd en de VS ertoe aan te sporen af te zien zowel van hun beleid waarbij binnenlandse instellingen bij de internationale hulpverlening en de privatisering van de beveiliging worden omzeild, als van hun parallelle en (ten aanzien van het vredesproces) blijkbaar contradictoire pogingen om de leiding van de rebellie te "onthoofden" door gebruik te maken van drones, speciale VS-eenheden en lokale milities, methodes waarvan de legitimiteit in twijfel kan worden getrokken, vaak slachtoffers maken onder de burgerbevolking en de internationale interventie in diskrediet brengen; bewijst eer aan de militairen van de geallieerde strijdkrachten die zijn gesneuveld terwijl zij de vrijheid verdedigden, en condoleert hun nabestaanden, alsook de nabestaanden van alle onschuldige Afghaanse slachtoffers;

I therefore call upon the Commission and the Council to ensure, in the management of this extremely complex process, that the balance is maintained between the regional dimension of the Pact and the bilateral Association and Stabilisation Agreements, or we may end up sending contradictory signals to these countries.
Daarom wil ik de Commissie en ook de Raad ertoe aansporen om tijdens dit gecompliceerde proces de nodige aandacht te besteden aan het evenwicht tussen de regionale dimensie van het pact en de bilaterale stabilisatie- en associatieovereenkomsten. Gebeurt dat niet, dan lopen we het risico tegenstrijdige signalen af te geven aan deze landen.
