(i) urges that the Strategic Partnership be seen as an opportunity to debate how to confer greater operationality on the human rights and democracy clause and evaluate compliance with it, including development of its positive dimension and recalling that these are essential values, in all the agreements and for both parties;

It calls upon the President and the Government of Turkmenistan to cooperate fully with the process launched in the framework of the OSCE under the mechanism agreed at the 1991 Moscow meeting of the conference on the human dimension.

The 27 ministers attending the Marseille conference are called upon to give a new impetus to the Barcelona process, with particular regard to the third chapter of the partnership, which provides for a greater emphasis on the social, cultural and human dimension.

That Conference should be devoted to the new partnership which will have to comprise three main elements: the political and security aspect, the economic and financial aspect and the human dimension aspect.

This new Association Agreement, which replaces the 1975 Agreement and the successive adaptation Protocols, is of particular importance for a number of reasons: - firstly it represents the natural extension and development of the already very close relations which have existed for a considerable time between Israel and the European Union as well as its Member States, and which reflect a common vision of society based on the same values of democracy, pluralism, the rule of law, full respect for human rights and the principles of the market economy; - it is designed to support Israel in the Middle East peace process, thus contributing to the success of that process by enabling Israel to act as a driving force in fostering economic and social development in the region; - it is the first Euro-Mediterranean Association Agreement to be signed with an Eastern Mediterranean country in the context of the new agreements which it is planned to conclude in establishing the Euro-Mediterranean partnership; this partnership aims to impart a new dimension to the Union's relations with its Mediterranean partners and enable it to participate at bilateral and regional level in the development of that region in a climate of peace, security and stability; - it therefore represents, against the background of the Euro-Mediterranean Conference to be held in Barcelona on 27 and 28 November 1995, a tangible achievement in the new and durable scheme of relations with the Union's Mediterranean partners, founded on a Euro-Mediterranean partnership covering three major areas: political and security matters, economic and financial matters, and social and human matters.
Deze nieuwe Associatieovereenkomst, die strekt tot vervanging van de Overeenkomst van 1975 en de achtereenvolgende Protocollen tot aanpassing daarvan, is in verschillende opzichten van bijzonder groot belang : - ten eerste vormt zij de natuurlijke voortzetting en ontwikkeling van de reeds zeer nauwe banden die Israël reeds lang onderhoudt met zowel de Europese Unie als haar Lid-Staten en die de weerspiegeling vormen van een gemeenschappelijke maatschappijvisie gebaseerd op dezelfde waarden, namelijk democratie, pluralisme, de Rechtsstaat, volledige eerbiediging van de mensenrechten en de beginselen van de markteconomie ; - de overeenkomst heeft ten doel Israël in het vredesproces in het Midden- Oosten te ondersteunen en aldus een bijdrage te leveren tot het welslagen van dit proces door Israël in staat te stellen een stimulerende factor te zijn bij de economische en sociale ontwikkeling van de regio ; - zij is de eerste Euro-mediterrane associatieovereenkomst met een land in het Oostelijke Middellandse-Zeegebied en maakt deel uit van de reeks nieuwe overeenkomsten die gesloten zullen worden in het kader van de totstandbrenging van het Euro-mediterrane partnerschap, dat ten doel heeft een nieuwe dimensie te geven aan de betrekkingen van de Unie met haar partners in het Middellandse-Zeegebied en er op bilateraal en regionaal niveau toe bij te dragen dat deze regio zich in een klimaat van vrede, veiligheid en stabiliteit kan ontwikkelen ; - de overeenkomst vormt derhalve tegen de achtergrond van de Euro- mediterrane Conferentie van 27 en 28 november 1995 te Barcelona, een concreet resultaat van het nieuwe, duurzame stelsel van betrekkingen met de partnerlanden in het Middellandse-Zeegebied, welke betrekkingen berusten op een Euro-mediterraan partnerschap, met als voornaamste drie aspecten het politieke en veiligheidsaspect, het economische en financiële aspect en het sociale en humane aspect.
