16. Considers that international financial institutions, like the IMF and the World Bank Group, should conduct a corruption risk assessment in the measures proposed to debtor countries through SAPs, in addition to an assessment of the impact of the latter on human rights; takes the view that SAPs should include reforms to improve governance and transparency; insists that adequate, well-resourced and independent systems of oversight should follow the implementation of the programmes, carrying out frequent audits and inspections; adds that particular attention should be paid to land-grabbing, forced evictions, defence procurement, separate defence budgets and the financing of military and paramilitary activities in debtor countries; calls on the Member States to use their influence as members of the IMF and the World Bank to push for greater transparency and participatory mechanisms in the negotiation of SAPs and other financing programmes and to foster greater democratic scrutiny of their decisions and accountability;
16. is van mening dat de internationale financiële instellingen, zoals het IMF en de Wereldbankgroep, een risicobeoordeling ten aanzien van corruptie moeten uitvoeren in het kader van de maatregelen die aan schuldenlanden via SAP's worden opgelegd, naast een beoordeling van de gevolgen hiervan voor de mensenrechten; is van mening dat SAP's hervormingen moeten inhouden voor verbetering van het bestuur en de transparantie; dringt erop aan dat de uitvoering van de programma's samen moet gaan met adequate, goed toegeruste en onafhankelijke systemen van toezicht, waarmee regelmatige controles en inspecties worden uitgevoerd; is van mening dat bijzondere aandacht moet worden besteed aan landroof, gedwongen uitzettingen, de aanschaf van defensiematerieel, aparte defensiebudgetten en de financiering van de militaire en paramilitaire activiteiten in schuldenlanden; dringt er bij de EU-lidstaten op aan hun invloed als leden van het IMF en de Wereldbank te gebruiken om aan te dringen op meer transparantie en participatiemechanismen in de onderhandelingen over SAP's en andere financieringsprogramma's, en om meer democratische controle op hun besluiten en de verantwoordingsplicht te bevorderen;
