Such actions are designed to promote the dissemination of practices, develop innovation and demonstrate how skills and experience can be used elsewhere; they also help to enforce Community policy and legislation in the area of the environment.

The fact that the single currency area is not at the same time a single fiscal policy area, a single taxation policy area, a single social policy area, a single structural policy area, was a deliberate decision on the part of the governments which negotiated and signed the Maastricht Treaty, and on the part of the Parliaments and the people who ratified this Treaty.

(2) A policy and legal framework therefore needs to be created in the Community in order to ensure coordination of policy approaches and, where appropriate, harmonised conditions with regard to the availability and efficient use of radio spectrum necessary for the establishment and functioning of the internal market in Community policy areas, such as electronic communications, transport and R D. The policy approach with regard to the use of radio spectrum should be coordinated and, where appropriate, harmonised at Community level, in order to fulfil Community policy objectives efficiently.
(2) Derhalve dient een beleids- en wetgevingskader in de Gemeenschap tot stand te worden gebracht met het oog op het garanderen van de coördinatie van de beleidsaanpak en, in voorkomend geval, de harmonisatie van de voorwaarden inzake beschikbaarheid en efficiënt gebruik van het radiospectrum die vereist zijn voor het tot stand brengen en het functioneren van de interne markt op communautaire beleidsterreinen zoals elektronische communicatie, vervoer, en onderzoek en ontwikkeling (O O). De beleidsaanpak ten aanzien van het gebruik van het radiospectrum dient in communautair verband te worden gecoördineerd en in voorkomend geval geharmoniseerd, om doeltreffend aan deze doelstellingen van de Gemeenschap te beantwoorden.

On 10 November 1999 the Commission presented a communication to the European Parliament, the Council, the Economic and Social Committee and the Committee of the Regions proposing the next steps in radio spectrum policy on the basis of the results of the public consultation on the Green Paper on radio spectrum policy in the context of European Community policies such as telecommunications, broadcasting, transport and RD. This Communication, which was welcomed by the European Parliament in a Resolution of 18 May 2000 , emphasised that a certain degree of further harmonisation of Community policy on the radio spectrum was desirable, in particular for pan-European services and applications, and that it was necessary to ensure that Member States transposed in a binding way the decisions of the European Conference of Postal and Telecommunications Administrations (CEPT).
Op 10 november 1999 heeft de Commissie een mededeling aan het Europees Parlement, aan de Raad, aan het Economisch en Sociaal Comité en aan het Comité van de Regio's voorgelegd met voorstellen voor de volgende stappen in het radiospectrumbeleid op basis van de resultaten van de openbare raadpleging over het Groenboek over het radiospectrumbeleid in samenhang met verschillende beleidsterreinen van de Europese Gemeenschap zoals telecommunicatie, omroep, vervoer en OO. These objectives are taken up in a wide range of Community policies, including the Internal Market, Environment, Consumer Protection, Social Affairs, including health and safety at work, Agriculture, Research, Trade and Development etc. Community policies in these and other areas have to ensure a high level of human health protection in their definition and implementation.
Deze doelstellingen komen aan bod in tal van communautaire beleidsterreinen, waaronder interne markt, milieu, consumentenbescherming, sociale zaken (inclusief gezondheid en veiligheid op het werk), landbouw, onderzoek, handel en ontwikkeling enz. Bij de bepaling en uitvoering van communautair beleid op deze en andere gebieden moet een hoog beschermingsniveau voor de menselijke gezondheid worden gewaarborgd.
