Under Council Regulation (EC) No 1006/2008 concerning authorisations for fishing activities of Community fishing vessels outside Community waters and the access of third country vessels to Community waters, EU fishing vessels are obliged to obtain authorisation for fishing activities outside EU waters. Furthermore, Council Regulation (EC) No 1224/2009 of 20 November 2009 establishing a Community control system for ensuring compliance with the rules of the common fisheries policy was adopted on 20 November 2009.
Verordening (EG) nr. 1006/2008 van de Raad betreffende machtigingen voor visserijactiviteiten van communautaire vissersvaartuigen buiten de communautaire wateren en de toegang van vaartuigen van derde landen tot de communautaire wateren stelt een verplichting in voor vissersvaartuigen uit de EU om over een visvergunning te beschikken voor visserijactiviteiten buiten de wateren van de EU. Op 20 november 2009 werd voorts Verordening (EG) nr. 1224/2009 van de Raad goedgekeurd tot vaststelling van een communautaire controleregeling die de naleving van de regels van het gemeenschappelijk visserijbeleid moet garanderen.

The justification for this Directive derives from a requirement contained in the Directive establishing a framework for Community action in the field of water policy.
Deze richtlijn vloeit voort uit de verplichting die is opgenomen in de richtlijn tot instelling van een kader voor een gemeenschappelijk waterbeleid.

What is more, the European Parliament and the Council have put forward a proposal for a directive establishing a framework for a community water policy.
Er bestaat overigens een voorstel voor een richtlijn van het Europees Parlement en de Raad dat een kader schept voor een communautair beleid op het gebied van water.

Europe is therefore facing an arduous task; that of combining a Community water policy which is fragmented in terms of objectives and means into more coherent framework legislation.
Europa staat dus voor een zware taak: het zowel qua doelstellingen als qua middelen versnipperde communautaire waterbeleid samenbrengen in een meer samenhangende kaderwetgeving.
