Article 12 of Directive 2001/95/EC establishes a Community Rapid Information System ‘RAPEX’ for the rapid exchange of information between the Member States and the Commission on measures and action taken in relation to products posing a serious risk to the health and safety of consumers.
Bij artikel 12 van Richtlijn 2001/95/EG wordt een communautair systeem voor snelle uitwisseling van informatie (RAPEX) ingevoerd via hetwelk de lidstaten en de Commissie snel informatie uitwisselen over maatregelen en acties met betrekking tot producten die een ernstig risico voor de gezondheid of de veiligheid van de consument inhouden.

On 29 April 2004, the Commission adopted Decision 2004/418/EC laying down guidelines for the management of the Community Rapid Information System (RAPEX) and for notifications presented in accordance with Article 11 of Directive 2001/95/EC .
De Commissie heeft op 29 april 2004 Beschikking 2004/418/EG aangenomen, tot vaststelling van richtsnoeren voor de toepassing van het communautaire systeem voor snelle uitwisseling van informatie (RAPEX) en voor kennisgevingen overeenkomstig artikel 11 van Richtlijn 2001/95/EG .

The guidelines for the management of the Community Rapid Information System ‘RAPEX’ established under Article 12 and of the notification procedure established under Article 11 of Directive 2001/95/EC are set out in the Annex to this Decision.

The system shall appropriately reflect notifications and information transmitted under the Community Rapid Information System.
Dit systeem geeft op passende wijze kennisgevingen en informatie weer die via het communautair systeem voor snelle uitwisseling van informatie zijn verzonden.

Pursuant to Directive 2001/95/EC on general product safety, such products may be withdrawn from the market immediately and information on their incidence communicated by the national authorities to other Member States through the Community Rapid Information System (RAPEX).
Volgens Richtlijn 2001/95/EG over algemene productveiligheid mogen dergelijke producten onmiddellijk uit de handel worden genomen en kan informatie over de gevaren van deze producten door de nationale autoriteiten worden meegedeeld aan andere lidstaten via het Community Rapid Information System (RAPEX).

12. Calls on the Commission to increase the effectiveness of the Community Rapid Information System (RAPEX system) so as to ensure that Member States can detect the maximum number of unsafe products in order to ensure their withdrawal or recall from the market;
