The Council adopted conclusions on knowledge transfer and the use of intellectual property in the European research area, as well as on coordination between Community funding instruments for research.

The European Commission will continue to work to make the results from Community funded stem cell research widely accessible to all researchers, for the ultimate benefit of patients in all countries.
De Europese Commissie blijft, en dit moet uiteindelijk de patiënten in alle landen ten goede komen, eraan werken om de resultaten van door de Gemeenschap gefinancierd stamcellenonderzoek op grote schaal toegankelijk te maken voor alle onderzoekers.

In order to promote synergies and avoid duplication, joint actions may be undertaken with related Community programmes and actions and appropriate use should be made of other Community funds and programmes, including the current and future Community framework programmes for research and their outcomes, the Structural Funds, the European Solidarity Fund, the European strategy for health at work, the programme of Community action in the field of consumer policy (2007-13) , the programme ‘Drugs prevention and information’, the programme ‘Fight against violence (Daphne)’ and the Community Statistical Programme within their respective activities.
Om synergieën te bevorderen en dubbel werk te voorkomen, kunnen met gerelateerde communautaire programma's en acties gezamenlijke acties worden genomen en zal een passend gebruik worden gemaakt van andere communautaire fondsen en programma's, zoals de huidige en toekomstige communautaire kaderprogramma's voor onderzoek en de resultaten daarvan, de structuurfondsen, het Europees Solidariteitsfonds, de Europese strategie voor gezondheid op de werkplek, het communautair actieprogramma op het gebied van consumentenbeleid (2007-2013) , het programma inzake drugspreventie en -voorlichting, het Daphne-programma ter bestrijding van geweld en het communautair statistisch programma, telkens in het kader van hun respectieve activiteiten.

RECALLING Council Regulation (EEC) No 2075/92 of 30 June 1992 on the common organisation of the market in raw tobacco which sets up a Community Tobacco Fund, and the Commission Regulation (EEC) No 2427/93 of 1 September 1993 laying down detailed rules for the application of Council Regulation (EEC) No 2075/92 with regard to the Community Fund for tobacco research and information ;

HERINNEREND AAN Verordening (EEG) nr. 2075/92 van de Raad van 30 juni 1992 , houdende een gemeenschappelijke ordening der markten in de sector ruwe tabak waarbij het Gemeenschappelijk Fonds voor tabak werd opgericht, en Verordening (EEG) nr. 2427/93 van de Commissie van 1 september 1993 houdende nadere voorschriften voor de toepassing van Verordening (EEG) nr. 2075/92 van de Raad wat het Communautair Fonds voor onderzoek en informatie over tabak betreft ;

A proportion of this production aid (set at 5 % in 2007) is transferred to the Community Tobacco Fund, which finances research and information programmes on the harmful effects of tobacco consumption.
Een deel van deze productiesteun (in 2007 vastgesteld op 5 %) gaat naar het communautaire fonds voor tabak ter financiering van onderzoeks- en voorlichtingsprogramma's aangaande de schadelijke gevolgen van tabaksgebruik.

The principal modifications which should be considered are : - to modulate significantly the aid paid to producers to encourage the production of higher quality tobacco; - to introduce the possibility for producers to cease tobacco production through a quota buy-back scheme; - to make the quota system more flexible in particular by encouraging transfers towards variety groups for which there is a greater demand; - to double the contribution to the Tobacco Research and Information Fund to 2% of the funds paid in premia.
Belangrijkste voorgestelde wijzigingen : - differentiëring van een belagrijk gedeelte van de steun voor de telers om de produktie van tabak van betere kwaliteit te bevorderen; - invoering van de mogelijkheid voor de telers om de verbouw van tabak via een quota-opkoopregeling te beëindigen; - versoepeling van de quotaregeling door de overdracht van hoeveelheden naar tabaksvarieteiten waarnaar een grotere vraag is; - verdubbeling van de aan het Fonds voor Onderzoek en Informatie over Tabak toegewezen financiële middelen door de inhouding op de premie tot 2 % te verhogen.
