Stresses that the Commission is responsible for the implementation of the Directives and not the Communications Committee and that the Council should have time-limits imposed on it for the preparation of common positions in the ICT sector in order to respond to rapid market developments; calls for an EP-mandated working party to discuss with the Commission the same subjects that it raises in the Communications Committee;
