Efforts to enable public research institutions to develop more effective links with industry, in particular SMEs, have been at the core of Member States and Community cooperation activities to implement the 3% RD target of the EU's Growth and Jobs strategy. These activities have taken place within the Committee for Scientific and Technical Research (CREST), which acts as an interface to put into practice the open method of coordination, a policy cooperation tool based primarily on exchange of information and best practice.

When the Authority's opinions pursuant to this Regulation require only scientific or technical work involving the application of well-established scientific or technical principles they may, unless the Commission or a Member State objects, be issued by the Authority without consulting the scientific committee or the scientific panels mentioned in Article 28 of Regulation (EC) No 178/2002.

The Commission may consult the relevant scientific committee(s) when establishing the technical requirements referred to in Article 29 and when adapting the technical requirements set out in Annexes I to IV to scientific and technical progress, in particular with a view to ensuring an equivalent level of quality and safety of blood and blood components used for transfusion and blood and blood components used as a starting material for the manufacture of medicinal products.

The tasks of providing scientific and technical assistance shall consist of scientific or technical work involving the application of well-established scientific or technical principles which does not require scientific evaluation by the Scientific Committee or a Scientific Panel.
De verlening van wetenschappelijke en technische bijstand bestaat in de verrichting van wetenschappelijke of technische werkzaamheden waarbij algemeen aanvaarde wetenschappelijke of technische beginselen worden toegepast en die geen beoordeling door het wetenschappelijk comité of een wetenschappelijk panel vereisen.

Pursuant to Article 5(4) of Decision No 646/96/EC of the European Parliament and of the Council(6), the Commission shall inform the Committee referred to in Article 5 of that Decision which projects have been shortlisted for financing, and shall provide it with the opinion of the scientific and technical committee referred to in Article 4 of this Regulation.
4. Overeenkomstig artikel 5, lid 4, van Besluit 646/96/EG van het Europees Parlement en de Raad(6) informeert de Commissie het in artikel 5 van dat besluit bedoelde comité over de voor financiering in aanmerking te nemen projecten vergezeld van het advies van het in artikel 4 van deze verordening bedoelde Wetenschappelijk en Technisch Comité.
