Recalling the potential connection between Iran's revenues derived from its energy sector and the funding of Iran's proliferation-sensitive nuclear activities and that chemical process equipment and materials required for the petrochemical industry have much in common with those required for certain sensitive nuclear fuel cycle activities, as underlined in UNSCR 1929 (2010), the sale, supply or transfer to Iran of further key equipment and technology which could be used in key sectors in the oil and natural gas industry or, in the petrochemical industry, should be prohibited. Moreover, Member States should prohibit any new investment in the petrochemical sector in Iran.

The Commission will push for the elimination of non-tariff barriers (double-pricing of raw material, register of imports etc.) and the creation of new bilateral and multilateral agreements on competition and international trade (for example, via the Transatlantic Business Dialogue). 3. Encouraging intangible investment A company's competitiveness depends increasingly on its innovative power. Investment on research and development, intellectual property, training, data processing and other intangibles is essential if the chemical industry is to remain competitive. The Commission and Member States will continue to support collaborative research and development through the 4th and the future 5th Framework Programmes for research and development and Task Forces "Research/Industry". The Commission will work to strengthen the protection of intellectual property rights -an increasingly valuable contributor to competitiveness. The Commission will also intensify the education and training of scientists in Europe through SOCRATES, LEONARDO, certain sub-programmes of the 4th Framework Programme and certain Structural Funds actions and initiatives. 4. Developing industrial co-operation The aim of industrial cooperation is to make business more competitive by encouraging the transfer of non confidential knowledge and experience between companies, both on a European and an international level.

De Commissie zal zich inspannen om de bescherming van de intellectuele - eigendomsrechten - een steeds waardevollere bijdrage tot het concurrentievermogen - te verbeteren.
