Such projects should where possible be linked, notably in the interests of cost-effectiveness, to existing networks, notably those funded in the framework of the Erasmus, Comett and Lingua programmes, or to the other assistance programmes of the Community for the eligible countries, focused on related aspects of economic and social reform.

Noting that the COMETT programme has proved to be a successful venture, the panel considered that the aims of COMETT should be widely incorporated into a range of Community policies encompassing human resources, technological development, and social and cultural aspects, and that "COMETT should be the primary vehicle for Community actions entailing transnational cooperation between universities and industry in the interest of technological development".

II. A mid-term progress report a) Since COMETT began: * there have been 7 000 courses (short or long-term seminars); * 3 000 training products (relating in particular to new communication techniques); * 19 000 training periods for students in enterprises (average duration greater than six months: 6 900 in 1992); * 300 000 people have benefited directly or indirectly since 1987 from COMETT-assisted training.

Following an initial phase, COMETT 1 (1987- 1989), COMETT II covers the period 1990-1994 with a scheduled budget of ECU 230 million, to which must be added approximately ECU 30 million from the EFTA countries.
