The Commission will continue to pursue full implementation of the CFP and will propose fishing opportunities for 2018 in line with the MSY targets in the CFP.

With the first multiannual plan under the CFP now in place, the stage is set for the gradual introduction of this priority management instrument in other EU sea basins, as a means of achieving the main CFP objectives.

As tools to support the implementation of the Common Fisheries Policy (CFP), technical measures shall contribute to the objectives of the CFP set out in Article 2 of Regulation (EU) No 1380/2013 and in particular in paragraphs 2, 3 and 5(a) and (j) of that Article.
Als instrumenten ter ondersteuning van de uitvoering van het gemeenschappelijk visserijbeleid (GVB) dragen technische maatregelen bij aan de doelstellingen van het GVB die zijn vastgelegd in artikel 2 van Verordening (EU) nr. 1380/2013, en met name in lid 2, lid 3, en lid 5, onder a) en j), van dat artikel.

Considers that, in order to facilitate the implementation of the CFP rules and to make CFP rules more acceptable to the fisheries sector and other stakeholders and ensure compliance therewith, fishermen must be more involved in decision making, in particular within the Advisory Councils and be given incentives such as support through EMFF and other instruments for innovation, training, equipment and use of more selective fishing gear;

Considers it important to maintain the financial support for the common fisheries policy (CFP) with a view to its imminent reform; stresses, in particular, the need to support SMEs in the fisheries sector and to promote access to jobs for young people in this field, while ensuring the sustainable character of the CFP, as well as the need to promote measures guaranteeing the social, economic and environmental viability of the sector; welcomes, in this regard, the proposed increase for the European Fisheries Fund by, respectively, 2.2 % (to EUR 687.2 million) in CA and 7.3 % (to EUR 523.5 million) in PA, compared to the 2012 budget; regrets, however, the proposed cuts in the areas of governance of the CFP, conservation, management and exploitation of fisheries resources, and monitoring and enforcement of the CFP;
49. acht het belangrijk de financiële ondersteuning van het gemeenschappelijk visserijbeleid (GVB) te handhaven met het oog op de aanstaande hervorming ervan; benadrukt met name de noodzaak van steun aan kmo's in de visserijsector en van toegang tot banen voor jongeren in deze sector, met waarborging van het duurzame karakter van het GVB, evenals maatregelen ter waarborging van de levensvatbaarheid van de bedrijfstak op economisch, maatschappelijk en milieugebied; verwelkomt in dit verband de voorgestelde stijging voor het Europees Visserijfonds met respectievelijk 2,2% ( tot 687,2 miljoen EUR) en 7,3% (tot 523,5 miljoen EUR) aan BK ten opzichte van de begroting 2012; betreurt echter de geplande verlaging op het gebied van de governance van het GVB, de instandhouding, het beheer en de exploitatie van visbestanden, en de controle en de handhaving van het GVB;

Believes also that the coming reform of the CFP should take full advantage of the consolidation of the RACs to achieve an increased decentralisation of the CFP, in order that common measures adopted may be applied in the different zones in line with the specific peculiarities of different fisheries and fishing conditions;
