Catherine de Wenden, director of research at the CERI international study and research centre (CNRS/IEP) in Paris, declared that "for Europe the issue is to find a compromise between the leery attitude of public opinion, the need to satisfy manpower requirements, population forecasts and the need to respect international commitments: human rights, the right to asylum, the right to live with one's family, commitments to dialogue and co-development with the countries of origin, and the prevention of brain drains.
