Considers it a matter for concern that the Court of Auditors has again noted a high number of budget transfers in 2008 (52 in 2008 and 32 in 2007); notes the Agency's reply mentioning that the transfers for the purpose of administrative expenditure were limited to the period 2008-2009 because of the Agency's move to its final offices; is concerned, in particular, that more than EUR 2 000 000 of appropriations for personnel expenditure was transferred to administrative expenditure budget lines between June and November 2008, which made it possible to increase the amount of appropriations carried forward to 2009 and reduce the amount to be repaid to the Commission; notes, nevertheless, the reply by the Agency, which undertakes to continue its effort to improve its planning and monitoring and consequently to reduce the number of budgetary modifications;
5. vindt het verontrustend dat de Rekenkamer in 2008 opnieuw een hoog aantal begrotingsoverschrijvingen heeft vastgesteld (52 in 2008 en 32 in 2007); neemt kennis van het antwoord van het Agentschap dat de overschrijvingen ten behoeve van administratieve uitgaven beperkt blijven tot de periode 2008/2009 in verband met de verhuizing van het Agentschap naar definitieve kantoorruimte; is met name bezorgd over het feit dat tussen juni en november 2008 meer dan 2 000 000 euro aan middelen voor personeelsuitgaven is overgeschreven naar begrotingslijnen voor administratieve uitgaven, waardoor de overdracht naar het begrotingsjaar 2009 kon worden verhoogd en het aan de Commissie terug te betalen bedrag kon worden verlaagd; neemt evenwel nota van het antwoord van het Agentschap dat het zich zal blijven inspannen om zijn planning en monitoring te verbeteren en dus ook het aantal begrotingswijzigingen te verminderen;

Draws Council’s attention to the annexed Working Document highlighting modifications to the proposal for a Council Regulation laying down the MFF for the years 2014-2020 and to the proposal for an Interinstitutional Agreement on cooperation in budgetary matters and sound financial management; advises that further modifications may become necessary depending on how negotiations on the MFF progress; points out that the Interinstitutional Agreement can be finalised only after the MFF procedure has been completed;

Deplores the cuts made by the Council on the administrative and research support lines, including executive agencies, by overall 6,6 % in CA and PA (-EUR 71,8 million) compared to DB, with the highest cuts affecting Heading 1b (-23,7 %) and Heading 4 (-13,2 %); underlines that this would result in a 5,5 % decrease as compared to similar 2012 appropriations, despite the savings already proposed in the DB, and would therefore be likely to affect the swiftness and quality of budgetary implementation of the multi-annual programmes to which they are related; stresses, moreover, that decreasing the administrative lines of a given programme without increasing its operational expenditure would result in a modification of the whole co-decided envelope for that programme; therefore decides to restore the DB for those lines;

Stresses that the implementation of the new treaty will require the European Parliament, the Council and the Commission to agree on the modifications to the relevant budgetary and legislative instruments and a new set of rules to ensure a smooth running of the new budgetary procedure while fully respecting the new interinstitutional balance between the three institutions as laid down in the Lisbon Treaty; is convinced of the absolute necessity to start preparations as soon as possible in parallel to the budgetary procedure 2009 to be ready for the new procedure for the budget 2010;

Four applications were approved by the Commission before the end of 2007, following mobilisation of the necessary funds by the EU Budgetary Authority; five remained under consideration, and one was withdrawn (to be re-submitted at the beginning of 2008 after some technical modifications).
Vier aanvragen werden door de Commissie vóór eind 2007 goedgekeurd nadat de begrotingsautoriteit van de EU de nodige middelen beschikbaar had gesteld; vijf aanvragen werden aangehouden en één werd er ingetrokken (na enkele technische aanpassingen zal deze begin 2008 opnieuw worden ingediend).

Three weeks before making the modifications referred to in the second subparagraph, the institutions shall inform the budgetary authority of their intentions.
Drie weken voordat zij de in de tweede alinea bedoelde wijzigingen aanbrengen, brengen de instellingen de begrotingsautoriteit op de hoogte van hun voornemens.

In the event of duly justified reasons being raised within this period by either branch of the budgetary authority, the institutions shall refrain from making the modifications and the normal procedure shall apply.
Worden binnen deze termijn door een onderdeel van de begrotingsautoriteit naar behoren gemotiveerde redenen aangevoerd, dan zien de instellingen af van het aanbrengen van deze wijzigingen en wordt de normale procedure gevolgd.
