Reiterates that the Black Sea and Baltic Sea regions have a strategic importance for the Union and that they therefore merit a more coherent approach, similar to that for the Mediterranean Sea region; calls on the Council and the Commission to foster regional cooperation with the Black Sea and the Baltic Sea; is of the opinion that equal attention to and balance between these three crucial regions would be best assured by devising new organisational structures for regional cooperation in Black Sea and Baltic Sea regions, as well as strengthening relations with the existing multilateral assemblies such as the Parliamentary Assembly of the Black Sea Economic Cooperation;

Recalls that a number of regional cooperation mechanisms are already in place in the Black Sea area; underlines, therefore, the need for the EU and the Black Sea countries to coordinate activities and prevent duplication of effort; considers that strengthening the various regional organisations and initiatives, such as the Organization of the Black Sea Economic Cooperation (BSEC), the Black Sea Forum for Partnership and Dialogue, the GUAM Organization for Democracy and Economic Development and other sectoral organisations, according to their specific expertise, and strengthening cooperation with them, possibly in the framework of a new structure, could provide an appropriate framework for creating synergies; believes that the political dimension of the dialogue and cooperation with and within the Black Sea region should also be further developed;

The Commission also proposes exploring the possibility of setting up a cooperation structure which would bring together the Member States and relevant EU agencies, the non-EU countries bordering the Black Sea and regional organisations, in particular, the SECI, the Black Sea Economic Cooperation (BSEC) and the Black Sea forum.

The EU's Black Sea regional initiative aims at a comprehensive approach including all countries in the region; therefore the wide membership of the Organisation of the Black Sea Economic Cooperation (BSEC)[10] and the fact that Russia and Turkey are its founding members is a decisive advantage and could substantially contribute to the success of Black Sea Synergy.
