21. Reiterates, in the context of the above-mentioned specific regional cooperation frameworks, the importance of devising a more sophisticated and comprehensive EU strategy for the Black Sea region, that goes beyond the current synergy initiative and envisages the establishment of a Black Sea Cooperation Agreement, which should include the EU, Turkey and all Black Sea littoral states as equal partners, while seeking the full involvement of Russia, and which could, at a later stage, develop into a Union of the Black Sea; believes that such a multilateral framework would not only offer the countries involved the possibility of strengthening their cooperation with the EU across a wide variety of policy fields, but would also allow the EU to play a more active role in finding peaceful solutions to the region's conflicts, thus contributing positively to security in the region;

Now, in January 2008, as rapporteur for Black Sea Cooperation, I have the privilege of opening this plenary debate to discuss Parliament’s recommendations on developing synergy in the Black Sea area, proposed in April by the European Commission.

The strengthening of the European Neighbourhood Policy, including the building of a thematic dimension to the ENP and the gradual development of deep and comprehensive Free Trade Agreements, would enrich Black Sea cooperation.

Three EU policies are relevant in this context: the pre-accession process in the case of Turkey, the European Neighbourhood Policy (with five eastern ENP partners also being active in Black Sea cooperation) and the Strategic Partnership with the Russian Federation.
Drie EU-beleidsterreinen zijn in deze context relevant: het pretoetredingsproces voor Turkije, het Europees Nabuurschapsbeleid voor de vijf oostelijke ENB-partners in het Zwarte Zeegebied en het strategisch partnerschap met Rusland.

The EU's Black Sea regional initiative aims at a comprehensive approach including all countries in the region; therefore the wide membership of the Organisation of the Black Sea Economic Cooperation (BSEC)[10] and the fact that Russia and Turkey are its founding members is a decisive advantage and could substantially contribute to the success of Black Sea Synergy.
Het regionale initiatief van de EU voor het Zwarte Zeegebied gaat uit van een brede aanpak die alle landen in het gebied omvat. The primary task of Black Sea Synergy would therefore be the development of cooperation within the Black Sea region and also between the region as a whole and the European Union.

7. Calls for a New Millennium Conference on the Caucasus to be convened within the framework of the Black Sea Cooperation Council, in cooperation with the OSCE, constituting a regional round table bringing together the governments of the Russian Federation, the governments of the neighbouring republics as well as the governments of states which are members of the Black Sea Cooperation Council, with the aim of stabilising and further developing the region, and, as a first priority, establishing a forum for cooperation on the return of displaced persons, the promotion of security and regional economic integration;
7. dringt erop aan in het kader van de Samenwerkingsraad voor de Zwarte Zee en in samenwerking met de OVSE een nieuwe milleniumconferentie over de Kaukasus bijeen te roepen, ter oprichting van een regionale ronde tafel van de regeringen van de Russische Federatie, de regeringen van de naburige republieken en de regeringen van staten die lid zijn van de Samenwerkingsraad voor de Zwarte Zee, met het doel de regio te stabiliseren en tot verdere ontwikkeling te brengen, en - als eerste prioriteit - een forum in te stellen voor samenwerking inzake de terugkeer van ontheemden en de bevordering van veiligheid en regionale economische integratie;
