4. Emphasises that the BSEC needs to be reformed in order to meet new challenges efficiently, and considers that the 20th anniversary in 2012 would be a good occasion for proposals to that end, including for revision of the BSEC Economic Agenda, dating back to 2001, organisational reform and increased operational efficiency, as well as an upgrade of related bodies, such as the Black Sea Trade and Development Bank (BSTDB) and the BSEC Business Council; considers that the resources of these bodies could be harnessed to augment the BSEC budget;

13. Considers that in order to provide visibility, strategic guidance and high-level coordination, ministerial meetings between the EU and the wider Black Sea region countries should be organised on a regular basis and include all actors and countries in the region, including the Organisation of the Black Sea Economic Cooperation (BSEC), the Commission on the Protection of the Black Sea against Pollution, the EBRD and the EIB; is convinced that an institutional dialogue bringing together the EU and the BSEC could constitute a step towards creating a genuine partnership in the region; notes, however, that the BSEC seems currently to be facing structural difficulties and to be in need of rejuvenation and reform in order to become an efficient regional partner;
13. is van mening dat er omwille van de zichtbaarheid, de strategische sturing en de coördinatie-op-hoog-niveau regelmatig ministeriële bijeenkomsten van de landen van de EU en de Zwarte-Zeeregio in ruimere zin moeten worden georganiseerd en dat alle actoren en landen in de regio er bij moeten worden betrokken, inclusief de Organisatie voor economische samenwerking in het Zwarte-Zeegebied (Black Sea Economic Cooperation – BSEC), de Commissie voor de bescherming van de Zwarte Zee tegen verontreiniging, de EBWO en de EIB; is ervan overtuigd dat een institutioneel instrument dat de EU en de BSEC samenbrengt een stap voorwaarts zou kunnen betekenen naar een werkelijk partnerschap in de regio; merkt echter op dat de BSEC momenteel lijkt te kampen met structurele problemen en moet worden verjongd en hervormd om een efficiënte regionale partner te worden;

8. Calls on the Commission to strengthen its relations with the Organisation of the Black Sea Economic Cooperation (BSEC) and other regional organizations involved with economic and social development and the promotion of human rights and democracy, particularly now that, following the accession of Bulgaria and Romania to the European Union, three Member States of the Union are also members of the BSEC and that other BSEC members are either candidates or potential candidates for membership of the European Union or involved in the European Neighbourhood Policy (ENP) and the European Neighbourhood Partnership Instrument (ENPI); in this context, calls on the members of the BSEC not to veto the participation of any EU Member State in the BSEC;

At present seven EU Member States have observer status with BSEC.[11] Responding to BSEC’s initiative, the Commission intends to also seek observer status and to support EU Member States’ application for observer status.
Momenteel hebben zeven EU-lidstaten de status van waarnemer bij de BSEC[11]. In reactie op het initiatief van de BSEC is ook de Commissie voornemens de waarnemerstatus aan te vragen en andere EU-lidstaten te steunen die ook die status willen verwerven.

The EU's Black Sea regional initiative aims at a comprehensive approach including all countries in the region; therefore the wide membership of the Organisation of the Black Sea Economic Cooperation (BSEC)[10] and the fact that Russia and Turkey are its founding members is a decisive advantage and could substantially contribute to the success of Black Sea Synergy.
Het regionale initiatief van de EU voor het Zwarte Zeegebied gaat uit van een brede aanpak die alle landen in het gebied omvat. Het feit dat veel van deze landen lid zijn van de Organisatie voor Economische Samenwerking in het Zwarte Zeegebied (BSEC)[10], waarvan Rusland en Turkije oprichtende leden zijn, is een beslissend voordeel dat aanzienlijk kan bijdragen tot het welslagen van de synergie voor het Zwarte Zeegebied.

Should Black Sea Synergy partners so decide in the light of tangible progress, regular ministerial meetings might take place, attended by the EU and BSEC countries.
Mochten de partners daartoe besluiten in het licht van concrete vooruitgang, dan zouden regelmatige ministeriële bijeenkomsten kunnen worden gehouden met de EU-landen en BSEC-landen als deelnemers.

Black Sea Synergy would also take advantage of the useful contacts already existing between the European Parliament and the Parliamentary Assembly of BSEC.
De synergie voor het Zwarte Zeegebied kan ook gebruikmaken van de nuttige contacten die al bestaan tussen het Europees Parlement en de Parlementaire assemblee van de BSEC.
