II. Support programmes and measures for SMEs In the field of measures in support of SMEs, the Union has set up new instruments and programmes directly aimed at SMEs. a) As part of the enterprise policy, the Commission is supporting the development of SMEs through the business information network (the EuroInfoCentres), the transnational cooperation networks and programmes (the BC-NET networks, the BCC, the EUROPARTENARIAT and INTERPRISE programmes and the measures in favour of subcontracting) and the pilot projects (EUROMANAGEMENT, seed capital, Commerce 2000), which are aimed at improving the management, the financing and the know-how of SMEs. b) Under the other policies, SMEs are supported principally through the structural funds and the programmes of research and technological development, vocational training and international cooperation.

Programma's en maatregelen ter ondersteuning van het MKB Op het gebied van steunmaatregelen voor het MKB heeft de Unie nieuwe instrumenten en programma's ingevoerd die direct op het MKB zijn gericht. a) In het kader van het ondernemingenbeleid begeleidt de Commissie de ontwikkeling van het MKB met name door middel van het informatienetwerk voor ondernemingen (de EURO INFO CENTRES), de netwerken en programma's voor transnationale samenwerking (de BC-NET- en BSO-netwerken, de programma's EUROPARTENARIAT en INTERPRISE, en de acties ter bevordering van de toelevering), en de proefacties (EUROMANAGEMENT, Startkapitaal, Commerce 2000) die ten doel hebben het beheer, de financiering en de know-how van kleine en middelgrote ondernemingen te verbeteren. b) In het kader van de andere beleidsvormen verloopt de steun aan het MKB hoofdzakelijk via de structuurfondsen en de programma's voor onderzoek en technologische ontwikkeling, beroepsopleiding en internationale samenwerking.
