The institutions of the public audiovisual communication sector, with respect to the performance of their missions, shall contribute to the external audiovisual action, the influence of the French-speaking world and the broadcasting of the French language and culture throughout the world.

In implementation of the above-mentioned commitment, Article 2 of Decree No 2007-958 of 15 May 2007 on the financial relations between the State and public sector bodies in the audiovisual communication sector (décret no 2007-958 du 15 mai 2007 relatif aux relations financières entre l’État et les organismes du secteur public de la communication audiovisuelle) takes up the wording of Article 53 of the Law of 30 September 1986, taking account ‘of the direct or indirect revenue derived from the public service mission’ and specifies that the cost of performance of the public service obligations is to be established by means of separate accounts.
Met het oog op de inachtneming van deze verbintenis werd in artikel 2 van decreet nr. 2007-958 van 15 mei 2007 inzake de financiële betrekkingen tussen de staat en de organen van de publieke sector van de audiovisuele communicatie, de formulering van artikel 53 van de wet van 30 september 1986 overgenomen, waarin wordt bepaald dat met de directe en indirecte ontvangsten uit de openbaredienstopdracht rekening moet worden gehouden en dat de kosten in verband met de uitvoering van de openbaredienstverplichtingen afzonderlijk moeten worden geboekt.

The principal terms of the new public financing mechanism are contained in Law No 2009-258 of 5 March 2009 on audiovisual communication and the new public television service (loi no 2009-258 du 5 mars 2009 relative à la communication audiovisuelle et au nouveau service public de la télévision).

The technological changes which are under way, such as switchover, i.e. the transition from analogue to digital radio and television broadcasting, constitute a 'complex process with social and economic implications going well beyond the pure technical migration', as the Commission rightly argues in its Communication on the transition from analogue to digital broadcasting (COM(541) 2003, p. 4).
