In parallel to the association of several non-EU Member States to the Schengen acquis, the Community concluded, or is in the process of doing so, several agreements associating these countries also to the Dublin/Eurodac acquis:

I therefore support this initiative which, through a Protocol annexed to this Agreement, associates this country with Schengen.

The precondition for association with the Schengen acquis by non-EU countries is an agreement on free movement of persons between those states and the EU. For these countries, this participation involves the following: being included in the area without checks at internal borders; applying the provisions of the Schengen acquis and of all Schengen-relevant texts adopted pursuant to it; being involved in decisions relating to Schengen-relevant texts.
Een belangrijke voorwaarde voor niet-EU-landen om bij het Schengenacquis te mogen aansluiten is een overeenkomst over het vrij verkeer van personen tussen deze landen en de EU. Voor deze landen bestaat de deelname uit: opgenomen worden in het gebied zonder controles aan binnengrenzen; de bepalingen van het Schengenacquis en van alle voor Schengen relevante teksten die in het kader daarvan werden aangenomen toepassen; betrokken worden bij beslissingen inzake voor Schengen relevante teksten.

These last two countries are fully associated with the development of the Schengen agreements, through an agreement signed on 18 May 1999 between Iceland, Norway and the EU. This association allows these countries to take part in the drafting of new legal instruments relevant to the development of the Schengen acquis.
Deze twee landen zijn volledig betrokken bij de ontwikkeling van de Schengenakkoorden via de overeenkomst van 18 mei 1999 tussen IJsland, Noorwegen en de EU. As regards the Republic of Iceland and the Kingdom of Norway, except insofar as it establishes an exchange of information on the problems associated with the return of third-country nationals other than those who do not fulfil or who no longer fulfil the conditions for a short stay applicable within the territory of a Member State by virtue of the provisions of the Schengen acquis, this Decision constitutes a development of the provisions of the Schengen acquis within the meaning of the Agreement concluded on 18 May 1999 by the Council of the European Union and the Republic of Iceland and the Kingdom of Norway concerning the association of those two States with the implementation, application and development of the Schengen acquis , which fall within the areas referred to in Article 1, points A, B, C and E of Council Decision 1999/437/EC of 17 May 1999 on certain arrangements for the application of that Agreement
