Recommends that adequately staffed information points and helpdesks which are physically and ICT-accessible and whose staff are adequately trained to respond to persons with disabilities or with reduced mobility need be set up at visible and centrally located places of departure and arrival (airports, railway stations, bus terminals, and ports) in order to provide more comprehensive assistance to passengers in the event of individual or collective travel disruption, paying particular attention to passengers travelling with children and to persons with disabilities or reduced mobility; recommends that there should be properly trained personnel at hand who are able to take immediate decisions on rerouting or rebooking, assist in cases of lost, delayed or damaged luggage, and deal with claims for compensation or reimbursement; at small and unstaffed railway and bus stations, alternative solutions, such as an information phone number or a web-page, should be made available;

11. Member States shall ensure that operators provide the competent authorities with all necessary assistance to enable those authorities to carry out any inspection and to gather any information necessary for the performance of their duties for the purposes of this Directive, in particular to allow the authorities to fully assess the possibility of a major accident and to determine the scope of possible increased probability or aggravation of major accidents, to prepare an external emergency plan and to take into account substances which, due to their physical form, particular conditions or location, may require additional consideration.
11. De lidstaten dragen er zorg voor dat exploitanten de bevoegde autoriteiten alle bijstand verlenen die deze autoriteiten nodig hebben om inspecties uit te voeren en alle informatie te verzamelen die nodig is voor de uitvoering van hun taken voor de toepassing van deze richtlijn, en in het bijzonder de autoriteiten in de gelegenheid te stellen om de mogelijkheid van een zwaar ongeval volledig te evalueren, om te bepalen in hoeverre de kans op of de gevolgen van zware ongevallen kunnen toenemen, om het opstellen van een extern noodplan mogelijk te maken en om rekening te houden met stoffen waaraan eventueel extra aandacht moet worden besteed in verband met de fysische vorm, bijzondere omstandigheden of de locatie ervan.

2. The Commission may make expertise, technical or logistical assistance, training or communication activity or any other operational support available to the Member States both for the achievement of the objectives of this Regulation and in the performance of Member States’ duties in the framework of the implementation of the customs cooperation provided for by Articles 29 and 30 of the Treaty on European Union.

De Commissie kan deskundigheid, technische of logistieke bijstand, opleidingen, voorlichting of enige andere vorm van operationele ondersteuning aan de lidstaten verstrekken voor de verwezenlijking van de doelstellingen van deze verordening en bij de uitvoering van hun taken in het kader van de tenuitvoerlegging van de douanesamenwerking als bedoeld in de artikelen 29 en 30 van het Verdrag betreffende de Europese Unie.

(iii) assist the Commission in the performance of any task assigned to it by existing and future Community legislation on maritime safety, ship pollution prevention and ship pollution response, notably legislation applicable to classification societies, the safety of passenger ships, as well as that applicable to the safety, training, certification and watchkeeping of ships' crews, including the verification of compliance of third countries with the requirements of the 1978 International Convention on Standards of Training, Certification and Watchkeeping, and of the measures taken to prevent fraud involving certificates of competency.
