In order to ensure that harmonised and properly updated obligations apply concerning the minimum quality standards for groundhandling services and concerning the reporting obligations for suppliers of groundhandling services and self-handling airport users, the power to adopt acts in accordance with Article 290 of the Treaty should be delegated to the Commission in respect of specifications for minimum quality standards for groundhandling services in respect of specifications for the content and dissemination of reporting obligations for suppliers of groundhandling services and self-handling airport users.
Teneinde te garanderen dat geharmoniseerde en geactualiseerde verplichtingen gelden inzake de minimumkwaliteitseisen voor grondafhandelingsdiensten en inzake de rapporteringsverplichtingen voor verleners van grondafhandelingsdiensten en zelfafhandelende luchthavengebruikers, moet aan de Commissie de bevoegdheid worden overgedragen om overeenkomstig artikel 290 van het Verdrag handelingen vast te stellen ten aanzien van de specificaties voor minimumkwaliteitseisen voor grondafhandelingsdiensten en de specificaties voor de inhoud en verspreiding van rapporteringsverplichtingen voor verleners van grondafhandelingsdiensten en zelfafhandelende luchthavengebruikers.

(17) In keeping with the principle of subsidiarity, competent authorities are free to choose the way they establish social and quality criteria in order to maintain and raise quality standards for public service obligations, for instance with regard to minimal working conditions, passenger rights, the needs of persons with reduced mobility, environmental protection, the security of passengers and employees as well as collective agreement obligations and other rules and agreements concerning workplaces and social protection at the place where the service is provided.
(17) In overeenstemming met het subsidiariteitsbeginsel staat het de bevoegde instanties vrij te kiezen op welke wijze zij sociale en kwaliteitscriteria vaststellen om de kwaliteitsnormen voor openbaredienstverplichtingen te handhaven en te verhogen, bijvoorbeeld met betrekking tot minimale arbeidsomstandigheden, rechten van reizigers, de behoeften van mensen met een verminderde mobiliteit, milieubescherming, de veiligheid van passagiers en werknemers alsook verplichtingen uit hoofde van collectieve overeenkomsten en andere voorschriften en overeenkomsten betreffende arbeidsplaatsen en sociale bescherming op de plaats waar de dienst wordt verricht.

(48) Co-regulation could be an appropriate way of stimulating enhanced quality standards and improved service performance.
