Calls on Turkish authorities to take all the necessary measures in close cooperation with the UNHCR to resettle people fleeing from Syria so as not to maintain them in closed camps; takes the view that Turkey should not be left alone in dealing with such an emergency and all efforts should be put in place in order to share this burden; calls on the Council and the Commission to unblock without delay negotiations on the Joint EU Resettlement programme and to finalise the co-decision procedure in order to effectively implement the resettlement of refugees within the EU;

We have expressed many doubts about this new working method, which mostly consists of sending complaints directly back to the Member State against which the complaint is being made, in order to try to solve the problem. We expressed these doubts and the Commission gave us a few assurances that I hope we will also hear today, but we will be keeping a very close eye on the matter and truly hope that, on the issue of infringement procedures, transparency, the ability to ‘name and shame’ Member States and the joint work with Parliament, will bring progress.

Hip, knee and shoulder total joint replacements already certified following the procedure relating to the EC type examination set out in Annex III to Directive 93/42/EEC, coupled with the procedure relating to the EC verification set out in Annex IV or the procedure relating to the EC declaration of conformity set out in Annex V to that Directive, are not affected by the present Directive as these certification schemes are the same for both class IIb and class III medical devices.

It is necessary to provide for an adequate transitional period for hip, knee and shoulder total joint replacements that have already been subject to the procedure relating to the EC type examination under Annex III to Directive 93/42/EEC coupled with the procedure relating to the EC declaration of conformity set out in Annex VI to that Directive, allowing for their assessment under Annex IV or Annex V to Directive 93/42/EEC.

Regrets that in its replies to the questionnaire the Council was unable to give more than a cursory response to the request by the Committee on Budgetary Control for an explanation of the budgetary aspects of the common foreign and security policy (CFSP); notes that a substantial part of the Council's budget is now spent on activities in the fields of foreign affairs, security and defence policy and justice and home affairs, and that the expenditure in these areas is not currently subject to the same close scrutiny as the administrative and operational expenditure of the other institutions; notes the joint declaration of the Council, Commission and Parliament in the framework of the budget procedure 2003 of 25 November 2002, which improves the information Parliament receives in advance as part of the decision-making process of CFSP and the procedure based on political dialogue on planning and financing joint actions; intends to assess the implementation and effectiveness of this declaration in the context of the next discharge procedure;
