Beyond the general sources of external advice, specific consultations will be sought from the Standing Committee on Agricultural Research (SCAR) on a range of issues, including strategic aspects through its foresight activity and the coordination of agricultural research between national and Union levels.

This included support given to global initiatives such as the CGIAR (formerly Consultative Group on International Agricultural Research), regional organisations, particularly in Africa, as well as national agricultural research institutes.

In 1996, EIARD analyses and proposals helped launch a Global Forum. This Forum is a world structure making a collective effort to facilitate information exchange, access to knowledge, cooperation and partnership in research between the various stakeholders concerned by agricultural research and sustainable development.

Believes that ongoing research into sustainable agriculture production systems is essential; stresses the role of publicly-funded research programmes, of the EU technology platform for ecological agricultural research and of the Seventh Framework Programme for research and technological development; calls for programmes for technology transfer to developing countries to be implemented where appropriate; calls on the FAO member governments to follow the recommendations made in the International Assessment of Agricultural Knowledge, Science and Technology for Development (IAASTD) to reverse top-down transfer-of-technology concepts and replace them with bottom-up, participatory, farmer-oriented innovation concepts;

2. Calls on the Commission to adjust the levels of funding for the various areas of research in order to ensure that a substantial part of the EU research budget for food technology and agricultural research is used for practical research into sustainability and for comparative investigations of different farming systems;

17. Calls on the Commission to submit a communication on the future direction, structure and funding of agricultural research in Europe; this communication should also take into account the importance of policy research for the further development of the common agricultural policy;
17. verzoekt de Commissie een mededeling in te dienen over de toekomstige oriëntatie, structuur en subsidiëring van het landbouwonderzoek in Europa, waarin ook rekening wordt gehouden met het belang van beleidsonderzoek in verband met de verdere ontwikkeling van het gemeenschappelijk landbouwbeleid;

This omission is having the following results: (a) agricultural research priorities under the programme are being watered down; (b) efforts to ensure that the ERA takes account of the challenges posed by the European model of agriculture are being hampered; and, lastly, (c) it is impossible for agricultural research to support the objectives targeted by the ongoing CAP reform.

In addition to the above considerations, it should be stressed that the proposal fails to mention the conclusions of the Versailles Conference on 'Agricultural research in the European research area (ERA)' held in December 2000 under the auspices of the French presidency and the Commission, as well as the recommendations of the standing committee on agricultural research (Agricultural research needs in support of the European model of agriculture).
Het voorstel houdt evenwel geen rekening met de conclusies van de conferentie van Versailles over "Het landbouwonderzoek in de Europese Onderzoekruimte" (Agricultural Research in the European Research Area - ERA), die in december 2000 is gehouden onder auspiciën van het Franse Voorzitterschap en de Commissie, en evenmin met de aanbevelingen van het permanente Comité voor landbouwonderzoek (Agricultural research needs in support of the European model of agriculture).
