This amendment seeks to recall and draw attention to the provision in the new European Agricultural Fund for Rural Development Regulation in order to make clear that the need for synergy between the agricultural development policy and cohesion policy is a common factor in planning the two policies.

ACKNOWLEDGING that the conservation, exploration, collection, characterisation, evaluation and documentation of plant genetic resources for food and agriculture are essential in meeting the goals of the Rome Declaration on World Food Security and the World Food Summit Plan of Action and for sustainable agricultural development for this and future generations, and that the capacity of developing countries and countries with economies in transition to undertake such tasks needs urgently to be reinforced;
ERKENNEND dat het behouden, exploreren, verzamelen, karakteriseren, evalueren en documenteren van plantgenetische hulpbronnen voor voeding en landbouw van wezenlijk belang zijn voor het bereiken van de doelstellingen van de Verklaring van Rome inzake de Wereldvoedselzekerheid en het Actieplan van de wereldvoedseltop en voor een duurzame ontwikkeling van de landbouw voor huidige en toekomstige generaties, en dat er een dringende noodzaak bestaat om de capaciteit van de ontwikkelingslanden en de landen met een overgangseconomie te versterken teneinde dergelijke taken te verwezenlijken;

Taking into account the needs of developing countries and countries with economies in transition, as expressed through the priority they accord to building capacity in plant genetic resources for food and agriculture in their plans and programmes, when in place, in respect of those plant genetic resources for food and agriculture covered by the Multilateral System, the Contracting Parties agree to give priority to (i) establishing and/or strengthening programmes for scientific and technical education and training in conservation and sustainable use of plant genetic resources for food and agriculture, (ii) developing and strengthening facilities for conservation and sustainable use of plant genetic resources for food and agriculture, in particular in developing countries, and countries with economies in transition, and (iii) carrying out scientific research preferably, and where possible, in developing countries and countries with economies in transition, in cooperation with institutions of such countries, and developing capacity for such research in fields where they are needed.
Rekening houdend met de behoeften van ontwikkelingslanden en landen met een overgangseconomie, die tot uitdrukking worden gebracht in de prioriteit die zij geven aan capaciteitsopbouw met betrekking tot plantgenetische hulpbronnen voor voeding en landbouw in hun plannen en programma's, indien van kracht, komen de verdragsluitende partijen met betrekking tot de plantgenetische hulpbronnen voor voeding en landbouw die zijn opgenomen in het multilateraal systeem overeen om prioriteit te geven aan: i) het opzetten en/of versterken van programma's voor wetenschappelijk en technisch onderwijs en scholing in het behoud en het duurzame gebruik van plantgenetische hulpbronnen voor voeding en landbouw, ii) het opzetten en versterken van faciliteiten voor behoud en duurzaam gebruik van plantgenetische hulpbronnen voor voeding en landbouw, met name in ontwikkelingslanden en landen met een overgangseconomie, en iii) het verrichten van wetenschappelijk onderzoek, bij voorkeur en indien mogelijk in ontwikkelingslanden en landen met een overgangseconomie, in samenwerking met instellingen in die landen, en het ontwikkelen van capaciteit voor dergelijk onderzoek in sectoren waar dit onderzoek nodig is.
