The Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions entitled "The CAP towards 2020: Meeting the food, natural resources and territorial challenges of the future" examined potential challenges, objectives and orientations for the Common Agricultural Policy (CAP) after 2013.
In de mededeling van de Commissie aan het Europees Parlement, de Raad, het Europees Economisch en Sociaal Comité en het Comité van de Regio's, getiteld "Het GLB tot 2020: Inspelen op de uitdagingen van de toekomst inzake voedsel, natuurlijke hulpbronnen en territoriale evenwichten" is ingegaan op de uitdagingen, de doelstellingen en de oriëntatie voor het gemeenschappelijk landbouwbeleid (GLB) na 2013.

(13) The use of advisory services should help farmers to assess the performance of their agricultural holding and identify necessary improvements with regard to the statutory management requirements and the good agricultural and environmental condition as provided for in Council Regulation (EC) No 73/2009 of 19 January 2009 establishing common rules for direct support schemes for farmers under the common agricultural policy and establishing certain support schemes for farmers and the Community standards relating to occupational safety. Taking into account that the support for the use of advisory services has been available already for several years, a more tailor-made use should be facilitated, to better reflect the individual needs of the beneficiary.
(13) Het gebruik van diensten die worden verleend in het kader van het bedrijfsadviseringssysteem, dient de landbouwers te helpen om de prestaties van hun landbouwbedrijf te beoordelen en om na te gaan welke verbeteringen noodzakelijk zijn voor de naleving van de uit de regelgeving voortvloeiende beheerseisen en de eisen inzake een goede landbouw- en milieuconditie die in Verordening (EG) nr. 73/2009 van de Raad van 19 januari 2009 tot vaststelling van gemeenschappelijke voorschriften voor regelingen inzake rechtstreekse steunverlening aan landbouwers in het kader van het gemeenschappelijk landbouwbeleid en tot vaststelling van bepaalde steunregelingen voor landbouwers worden genoemd, en van de communautaire normen betreffende arbeidsveiligheid.

– (RO) I would like to welcome the fact that the text detailing the European Council’s final conclusions referred to the particularly important role played by the cohesion policy and common agricultural policy in ensuring the EU’s competitiveness. The common agricultural policy in particular – a topic which is currently the subject of heated debates prior to the forthcoming reform of this area – is a special subject because of its importance.

2. The European Parliament and the Council, acting in accordance with the ordinary legislative procedure and after consulting the Economic and Social Committee, shall establish the common organisation of agricultural markets provided for in Article 40(1) and the other provisions necessary for the pursuit of the objectives of the common agricultural policy and the common fisheries policy.
2. Het Europees Parlement en de Raad stellen volgens de gewone wetgevingsprocedure en na raadpleging van het Economisch en Sociaal Comité de in artikel 40, lid 1, bedoelde gemeenschappelijke ordening van de landbouwmarkten in en stellen de overige bepalingen vast die nodig zijn om de doelstellingen van het gemeenschappelijk landbouw- en visserijbeleid na te streven.

'Within two years following the entry into force of this Regulation, the Commission shall submit to the European Parliament and the Council a report setting out the experience gained from the publication of information concerning the beneficiaries of agricultural payments. This report shall include a review of what the data was used for, by whom it was used and an assessment of the advantages or otherwise of the publication of this data from the point of view of openness, transparency and public understanding of the common agricultural policy.

At least, the use of farm advisory services, as provided for in Council Regulation (EC) No 1782/2003 of 29 September 2003 establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers (2), should help farmers to assess the performance of their agricultural holding and identify necessary improvements with regard to the statutory management requirements set out in that Regulation and to Community standards relating to occupational safety.

Organisations representing those active in farming and in rural areas, particularly farmers' organisations, consumers' associations and environmental protection associations, as well as the rural information and activity centres, play a vital role in informing their members about the common agricultural policy and relaying to the Commission the opinions of the parties concerned in general and farmers in particular. With an ageing agricultural population, the important role played by young farmers should be taken into account.
De organisaties van personen die in de landbouw werkzaam zijn en de plattelandsverenigingen, en met name de landbouworganisaties, de consumentenverenigingen en de milieuorganisaties, alsmede de Europese "Carrefours” - voorlichtings- en activeringscentra op het platteland -, zijn onmisbare partners om enerzijds aan het gemeenschappelijk landbouwbeleid bekendheid te geven en anderzijds de Commissie te informeren over de standpunten van de betrokken actoren.
