For any State or separate customs territory, or the European Union, that ratifies, accepts, approves, or accedes to the Convention after the Convention enters into force, this Convention shall enter into force on the date of the deposit of its instrument of ratification, approval, acceptance, or accession.

All that we can now do is to appeal to the governments’ sense of reason in persuading them to accept the Convention draft, Europe’s highest common denominator, after all.

3. For each State or organisation referred to in Article 17 which ratifies, accepts or approves this Convention or accedes thereto after the deposit of the sixteenth instrument of ratification, acceptance, approval or accession, the Convention shall enter into force on the 90th day after the date of deposit by such State or organisation of its instrument of ratification, acceptance, approval or accession.

When ratifying, accepting, approving or acceding to the Convention, or at any time thereafter, a Party that is not a regional economic integration organisation may declare in a written instrument submitted to the depository that, with respect to any dispute concerning the interpretation or application of the Convention, it recognises one or both of the following means of dispute settlement as compulsory in relation to any Party accepting the same obligation:
