2. Notwithstanding the expiry of this Regulation on that date or its abrogation pursuant to Article 10, where authorisation to open negotiations is granted to a Member State pursuant to Article 5 before that expiry or abrogation date, those negotiations shall be allowed to continue and to be completed in accordance with the provisions of this Regulation.
2. Ongeacht de vraag of deze verordening op die datum vervalt of wordt ingetrokken overeenkomstig artikel 10, mogen onderhandelingen waarvoor op grond van artikel 5 aan een lidstaat vóór die verval- of intrekkingsdatum toestemming is verleend om die onderhandelingen te openen, worden voortgezet en afgerond volgens de bepalingen van deze verordening.

The decision on abrogating or not abrogating is the next step in the excessive deficit procedure in Poland.

48.2. In addition to the payment to be made in accordance with Article 48.1, the central bank concerned shall contribute to the reserves of the ECB, to those provisions equivalent to reserves, and to the amount still to be appropriated to the reserves and provisions corresponding to the balance of the profit and loss account as at 31 December of the year prior to the abrogation of the derogation.

Before the examination by the Council of any draft which would aim either at amending or abrogating the Decision or any of its provisions, or at modifying indirectly its scope or its meaning through the modification of another legal act of the Union, the European Council shall hold a preliminary deliberation on the said draft, acting by consensus in accordance with Article 15(4) of the Treaty on European Union.

The central bank of a Member State whose derogation has been abrogated shall pay up its subscribed share of the capital of the ECB to the same extent as the central banks of other Member States whose currency is the euro, and shall transfer to the ECB foreign reserve assets in accordance with Article 30.1.

I must say that the abrogation of the excessive deficit procedure for Malta, which took place at the last Ecofin Council on the proposal of the Commission, is a necessary condition in order for Malta to fulfil the Maastricht criterion on this point and the Commission’s convergence report of 16 May said that, if the Ecofin Council approved the abrogation of the excessive deficit procedure, Malta would comply.

2. Within 10 working days, the Commission shall put the matter before the Committee set up in Article 58(1) in accordance with the procedure provided for in Article 58(2) with a view to the extension, amendment or abrogation of the national interim protective measures.
