The CVM has noted in particular that oestradiol 17β has a carcinogenic effect only after prolonged exposure and at levels which are considerably higher than those needed for a physiological (oestrogenic) response.

(6) In het bijzonder met betrekking tot het gebruik van 17ß-oestradiol als groeibevorderaar oordeelt het WCVMV dat een geheel van recente gegevens sterke aanwijzingen bevat om deze stof als volstrekt kankerverwekkend aan te merken, daar zij zowel het ontstaan als de ontwikkeling van tumoren in de hand werkt, en dat aan de hand van de thans beschikbare gegevens geen kwantitatieve risicoschatting kan worden verricht.

(3) In the light of the results of a dispute settlement case brought before the World Trade Organisation (WTO) by the United States of America and by Canada (the Hormones case) and recommendations made in that respect by the WTO Dispute Settlement Body on 13 February 1998, the Commission immediately initiated a complementary risk assessment, in accordance with the requirements of the Agreement on the Application of Sanitary and Phytosanitary Measures (WTO-GATT) as interpreted by the Appellate Body in the Hormones case, of the six hormonal substances (oestradiol 17β, testosterone, progesterone, trenbolone acetate, zeranol and melengestrol acetate) whose administration for animal growth promotion purposes is prohibited by Directive 96/22/EC.
(3) In het licht van de uitkomst van een geschilprocedure die door de Verenigde Staten en Canada bij de Wereldhandelsorganisatie (WTO) was ingeleid (de Hormonenzaak) en van de aanbevelingen die in dat verband door het Orgaan voor Geschillenbeslechting van de WTO op 13 februari 1998 zijn gedaan, heeft de Commissie voor de zes hormonale stoffen (17-β-oestradiol, testosteron, progesteron, trenbolonacetaat, zeranol en melengestrolacetaat) waarvan Richtlijn 96/22/EG het gebruik als groeibevorderaar voor dieren verbiedt, onmiddellijk het initiatief genomen voor een aanvullende risico-evaluatie overeenkomstig de WTO-Overeenkomst inzake sanitaire en fytosanitaire maatregelen , (WTO-GATT), zoals uitgelegd door de Beroepsinstantie in de Hormonenzaak.
