15. Stresses the need for greater simplification of the administrative procedures for RI funding at European, national, regional, local and cross-border levels, in order to establish a clear and transparent legal framework;

Calls for the drafting of a framework directive and sectoral directives on the financing of services of general economic interest in order to maintain greater economic certainty and real freedom for the public authorities at all levels; that framework directive must guarantee compliance with public obligations concerning service quality plus equal access for all users by maintaining, if necessary, reserved areas allowing price offsetting on a geographical basis and on social grounds;

On 15 June, Mr Manuel Marín, the Member of the Commission responsible for humanitarian aid, will sign framework partnership contracts with seven NGOs involved in humanitarian aid.

In taking this decision, the Commission supplemented its 5th Framework Programme proposal of 30 April, which gave a percentage breakdown for the overall amount of funding, but no actual figures in ecus, as it was necessary to await the proposal concerning a new financial framework for the period 2000-2006. The Commission set out this proposal in "Agenda 2000", which it adopted on 15 July.
