With a view to improving civil protection operations, the Commission had already proposed last year the development of so-called reference scenarios for the main types of disasters, including CBRN (Chemical, Biological, Radiological and Nuclear) and cross-border terrorist attacks, within and outside the EU (see the Commission communication "Towards a stronger European disaster response: the role of civil protection and humanitarian assistance" (15614/10).

If the Agency identifies inconsistencies between a national ten-year network development plan and the Community-wide network development plan, it shall recommend amending the national ten-year network development plan or the Community-wide network development plan as appropriate.

8. REAFFIRMS the commitment of the EU in its internal as well as external policies to fulfil the targets agreed in the Johannesburg Plan of Implementation of halving by 2015 the proportion of people without access to safe drinking water and basic sanitation, of restoring depleted fish stocks urgently and where possible not later than 2015, of establishing representative networks of marine protected areas by 2012, of aiming to minimise significant adverse effects on human health and the environment of the use and production of chemicals by 2020 in a scientifically based manner, taking into account the precautionary principle, of reducing the loss of biodiversity before 2010 and reversing the current trend in natural resource degradation as soon as possible, the objective to substantially increase the global share of renewable energy, undertaking joint action to provide energy sufficient to underpin achievement of the Millennium Development Goals, and encourage reform of subsidies that have considerable negative effects on the environment and are incompatible with sustainable development, as well as the promotion and development of a 10-year framework of programmes in support of sustainable patterns of production and consumption;

In view of the above the Commission plans to focus the LIFE programme over the next four years on the following main areas: - priority implementation of the Natura 2000 European network on nature protection, - strengthened link between regulations on the environment and structural financial aid, in particular from Community funds and financial instruments which concern the environment, (1) see Press release P(92)15 of 18.3.1992 - demonstration, promotion and technical assistance projects for local authorities with a view to incorporating environmental factors into regional planning and development, - promotion of sustainable development and integration of the environment in industrial activities, such as projects to check the economic feasibility of clean technologies, promotion of environmental audits, ecolabels, etc. - assisting the Mediterranean and Baltic third countries other than associated CEECs to set up environmental administrative structures, to establish policies and action programmes on the environment and to take measures geared to sustainable development.
Gezien het bovenstaande wil de Commissie het LIFE-programma de komende vier jaar toespitsen op de volgende aandachtsgebieden: - prioritaire tenuitvoerlegging van het Europese netwerk, Natura 2000, ter bescherming van de natuur; - verbetering van de samenhang tussen de voorschriften inzake milieubescherming en de structurele financiële steunverlening, met name uit communautaire fondsen en financiële instrumenten voor het milieu; - demonstratie- en modelprojecten en projecten voor technische bijstand ten behoeve van plaatselijke instanties, met het oog op de integratie van milieu-aspecten in de regionale planning en ontwikkeling; - bevordering van duurzame ontwikkeling en integratie van het milieu in industriële activiteiten, bij voorbeeld door steun aan projecten ter evaluatie van de economische haalbaarheid van schone technologieën, de bevordering van milieu-audits, de invoering van milieukeuren, enz.; - steun aan niet-geassocieerde derde landen uit het gebied van de Middellandse Zee en de Oostzee voor het opzetten van administratieve structuren voor het milieubeleid, de uitwerking van milieu-beleidslijnen en actieprogramma's en het treffen van maatregelen met het oog op duurzame ontwikkeling.

On the basis of the experience gained during the first few years of the programme and to ensure that training is better geared to the needs of undertakings, the Commission has renewed the Eurotecnet network (90 new projects have been included and 83 old ones withdrawn), focussing on innovation in the following four areas: - innovative training needs analysis with a special emphasis on core/key qualifications (such as flexibility, a sense of initiative, communication skills, problem-solving ability, adjustment to change, etc.); - transfer of innovative methodologies for planning and management of training in the framework of human resource development; - training providers serving undertakings; - innovative teaching/learning approaches and methodologies.
Op basis van de tijdens de eerste jaren van het programma opgedane ervaringen en teneinde het aanbod van opleidingen beter aan de behoeften van de ondernemingen aan te passen, is de Commissie overgegaan tot de vernieuwing van het EUROTECNET-netwerk (invoering van 90 nieuwe projecten en beëindiging van 83 oude) met bijzondere aandacht voor vernieuwing op de volgende vier gebieden: - innoverende analyse van de behoeften op het gebied van opleiding, met name in verband met de belangrijkste algemene kwalificaties (zoals flexibiliteit, initiatief, communicatief vermogen, het vermogen om problemen op te lossen en zich aan veranderingen aan te passen enz.); - overdracht van innoverende methoden voor de planning en het beheer van de opleiding in het kader van de ontwikkeling van het menselijk potentieel; - opleiders binnen ondernemingen; - innoverende pedagogische benaderingswijzen en methoden.
