(1) „Förderfähiges Land“ ist jedes Land, das auf der vom OECD-Ausschuss für Entwicklungshilfe (DAC) beschlossenen Liste der Empfänger öffentlicher Entwicklungshilfe aufgeführt ist, sowie jedes Land, das in den Verfahrens- und Durchführungsregeln (Rules of Procedure and Implementation) genannt wird.

The amendment adapts the Rules of Procedure to the Interinstitutional Agreement between the European Parliament and the Commission on procedures for implementing Council Decision 1999/468 EC laying down the procedures for the exercise of implementing powers conferred on the Commission, namely its paragraph 16. , where for the Regulatory procedure with scrutiny it is foreseen that the time-limit for scrutiny by the two branches of the legislature exceptionally starts to run when Parliament receives the final draft implementing measures in the language versions submitted to the members of the comitology- committee and not in all official languages.

Zum Beispiel steht in Artikel 2 Absatz 2 des Vertragstextes: „Procedures adopted, maintained, or applied to implement this Chapter shall be fair, equitable and provide for the rights of all participants subject to procedures to be appropriately protected“.
In artikel 2, lid 2 van de verdragstekst staat bijvoorbeeld dat procedures die voor de uitvoering van dit hoofdstuk worden goedgekeurd, gehandhaafd of toegepast, eerlijk en billijk moeten zijn en erin moeten voorzien dat de rechten van alle deelnemers waarop de procedures van toepassing zijn naar behoren worden beschermd.
